JOB OVERVIEW
The Senior Product Owner, State & Payer Solutions is a senior individual contributor within the Value-Based Care Solutions (VBCS) organization who owns both product ownership and business analysis for software, analytics, and reporting solutions supporting State Medicaid Agencies, health plans, and provider organizations in value-based care programs. This role combines Agile Product Ownership with senior business analysis and deep healthcare payer domain expertise - spanning Medicaid policy, quality measurement (HEDIS, CMS Core Sets), and value-based payment models - serving as the business owner for assigned products from requirements through delivery.
The Senior Product Owner works closely with Product Management, Engineering, Data Science, Client Success, and external stakeholders to define solution requirements, prioritize development, validate deliverables, and ensure products meet business objectives and client needs.
RESPONSIBILITIES AND DUTIES
  • Product & Solution Leadership: In partnership with Product Management, execute the strategic roadmap for State & Payer Solutions products and capabilities.
    • Maintain deep expertise in healthcare payer operations, value-based care, quality measurement, healthcare data, and regulatory requirements.
    • Translate market needs, client feedback, regulatory changes, and business strategy into product capabilities and development priorities.
    • Identify opportunities to improve workflow, automation, reporting, interoperability, and user experience.
    • Participate in industry thought leadership, client advisory activities, conferences, and product demonstrations.
    • Support Sales with product expertise, demonstrations, RFP responses, Statements of Work, and solution design.
  • Product Ownership & Business Analysis: Own the Agile delivery lifecycle and lead business analysis for assigned software and analytics initiatives.
    • Own and prioritize multiple product backlogs; define Epics, Features, User
    • Stories, Acceptance Criteria, and business rules.
    • Conduct discovery sessions with internal stakeholders, clients, state agencies, and health plans; analyze operational workflows, payment methodologies, and business processes.
    • Translate business, regulatory, policy, and operational requirements into detailed functional specifications, workflow diagrams, and data mapping.
    • Lead backlog refinement, sprint planning, and sprint acceptance; accept or reject completed work against established acceptance criteria.
    • Validate delivered functionality against business requirements and operational outcomes; identify opportunities for process improvement.
    • Manage cross-team dependencies and competing priorities across multiple initiatives.
  • Analytics & Data Science Partnership: Serve as the primary liaison between Product Management and the Data Science organization.
    • Define business requirements for analytics, dashboards, performance reporting, and data products.
    • Collaborate on implementation of quality measures, payment methodologies, benchmarking, predictive analytics, and performance measurement.
    • Translate business and regulatory requirements into analytical specifications.
    • Validate methodologies, calculations, reporting outputs, and business logic.
    • Partner with Data Science to ensure analytical deliverables satisfy contractual, regulatory, and client requirements.
    • Develop and maintain business documentation supporting analytical methodologies and reporting specifications.
  • Cross-Functional Leadership: Build partnerships across the organization to ensure successful delivery.
    • Collaborate across Engineering, QA, Product Management, Data Science, Client Success, Sales, Marketing, Compliance, and Executive Leadership to communicate priorities, risks, dependencies, and timelines, and facilitate decision-making.
    • Mentor Product Owners and Business Analysts by sharing best practices and domain expertise.
    • Contribute to continuous improvement of Agile delivery, business analysis, and product management processes.

QUALIFICATIONS
  • Bachelor's degree in Healthcare Administration, Business Administration, Information Systems, Computer Science, Nursing, Public Health, or related field; or equivalent combination of education and experience.
  • 4+ years of experience serving as both a Product Owner and Business Analyst (or equivalent blended role) in Product Management, Business Analysis, Healthcare Consulting, or related healthcare technology roles, with demonstrated success on complex software development initiatives.
  • Strong understanding of Agile methodologies, Scrum practices, and software development lifecycles.
  • Experience defining functional requirements, user stories, acceptance criteria, workflows, and business rules.

Preferred:
  • Experience working with State Medicaid Agencies, Medicaid Managed Care Organizations (MCOs), other health plans, or healthcare technology vendors serving the payer market.
  • Experience with healthcare consulting firms supporting payer or government healthcare programs.
  • Experience translating healthcare policy, payment methodologies, quality programs, and business/operational requirements into software and analytical solutions.
  • Experience partnering with Data Science, Business Intelligence, or Analytics teams to define business requirements and validate analytical deliverables.
  • Knowledge of HEDIS, CMS Adult and Child Core Sets, quality measurement, value-based payment, healthcare interoperability, and healthcare data standards.
  • Product Owner certification (CSPO, PSPO, SAFe POPM, or equivalent) preferred.

REQUIRED SOFTWARE EXPERIENCE
  • Jira, Confluence, Azure DevOps, or equivalent Agile product management tools
  • Business Intelligence platforms (Power BI, Tableau, Sisense, or similar)
  • SQL or equivalent data query experience preferred
  • Microsoft 365 (Word, Excel, PowerPoint, Outlook)
  • AI tool experience (any platform); willing to adopt company-designated tools as they evolve
  • Healthcare analytics, reporting, or data warehouse environments preferred

Salary Range: $103,200.00- $129,000.00 USD
