The Electric Engineering Supervisor is responsible for the orderly and economic additions, upgrades and maintenance of the Georgetown electric distribution system to meet present and future demand while providing high quality, reliable electric service at a competitive cost. Reliability & System Planning provides support to Distribution Design, Operations, System Protection, Regulatory, and other Engineering and Operational initiatives in order to upgrade, expand, repair, maintain and reliably operate assets safely, efficiently, and in full compliance with state and federal regulatory requirements.
Under the general supervision of the Electric Engineering Manager, the Electric Engineering Supervisor - System Planning directs all Electric Utility Distribution System Planning, System Reliability Improvement programs and Engineering Software Applications.
Supervisor will fully implement safety best practices and manage employee's accountability. Supervisor must ensure full compliance with the Safety Program and Polices.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Responsible for directing, coordinating and overseeing activities related to system planning, System maintenance, operation of distribution and substation facilities and to provide engineering support for distribution design, CIP and Operations.

  • Supervise Georgetown's DER interconnection program.

  • Supervise the staff responsible for the maintenance and update of the engineering software systems such as GIS, Engineering Analysis, Outage Management and design software.

  • Supervise the System Protection and Distribution Automation activities.

  • Supervise and perform system modelling for planning and coordination, project management, data analytics, and electrical design review.

  • In collaboration with other Engineering And Operations stakeholders, responsible for studies such as but not limited to load growth, voltage drop, over current protection, device coordination, over voltage protection, power factor correction, load balancing, system reliability, sectionalizing, joint use, fault current, line loss, power requirements and power quality, etc. for planning purposes and optimization of the distribution system while balancing load and improving system reliability.

  • Leads in the development of planning strategies, planning studies and system protection applications of the electric system and provide detailed recommendations for addressing any identified limitations or risk or for making electric system efficiency and operating improvements.

  • In collaboration with other Engineering and Operations stakeholders, responsible for the development, implementation, maintenance and management of Georgetown's System reliability improvement plan. The System Reliability improvement plan consists of programs such as vegetation management, line and pole inspection and replacement and underground asset management program.

  • In collaboration with system operations and operations supervision responsible for developing and updating switching and load shed plans. Provide back-up support to the electric system operators for the outage coordination function, including assistance in operating studies for the development of operating guides, evaluate switching scenarios, perform load flow studies, and assist with switch order development.

  • In collaboration with the Electric Engineering Manager, lead technical efforts in the development and modification of engineering design standards, specifications and material units and specifications. Assist the Electric Engineering Manager in the development of written technical documents such as procedures, design criteria, specifications and reports.

  • In collaboration with Electric Engineering Manager, prepare multi-year distribution work plans and associated three-year and long-range transmission and substation studies required by TO/TOP/ISO.

  • Assist the Electric Engineering Manager in annual budget preparation for capital and non-capital expenditures. Lead the technical development of the Georgetown electric infrastructure work plans and work plan budget. Work Plans include short- and long-term; Capital and maintenance

  • Represent Georgetown Electric in TO/TOP/ISO planning processes and coordinate with neighboring utilities on transmission and substation system planning.

  • In collaboration with Electric Engineering Manager responsible for the development of load forecast needed for TO/TOP/ISO and other internal departmental uses such as purchase power and financial forecasting.

  • Provides engineering and operations staff with subject matter expertise in supporting departmental and organizational initiatives.

  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, training and Experience

Bachelor's degree in Electrical Engineering and ten (10) years of related experience and/or training; or equivalent combination of education and experience.

Five (5) + years of experience in electrical utility system design, mapping, materials and operation.

Preferred Qualifications:

  • Experience in power flow analysis including engineering analysis applications.

  • Experience in the planning, modeling, design, project management, and construction of distribution projects.

  • Four (4) years of applicable electric utility experience.

  • Licensed Professional Engineer (PE) in the State of Texas.

  • Distribution planning work experience.

Knowledge of:

  • Electrical engineering practices and principals applicable to electric utility operations, such as generation, transmission, distribution and other related fields.

  • Distribution and substation engineering design, specifications, construction materials and supply specifications and standards.

  • Distribution and substation inspection and investigation practices and procedures.

  • City policies and procedures.

  • Regulatory requirements within the local and state ordinances and laws.

  • Personnel procedures.

  • Proper safety procedures.

  • Maintenance and operation of distribution and substation systems.

  • Budget preparation and monitoring practices and procedures; FERC accounting and economic analysis.

  • ERCOT protocols.

  • OSHA safety procedures

Skill in:

  • Budget preparation and oversight.

  • Resolving complaints and concerns.

  • Ability to handle multiple projects simultaneously

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history.
