Job description


SAIC is seeking a highly skilled and motivated Senior International Contractor Special Security Representative (CSSR) to join our team supporting critical U.S. Navy overseas operations with an emphasis on missions in Guam. The ideal candidate will bring extensive experience in integrated security operations, analysis, processes, and management of Sensitive Compartmented Information (SCI) and Special Access Programs (SAP). Leveraging a strong background in intelligence, security operations, leadership, and risk management, the CSSR will design, implement, and manage comprehensive security programs to safeguard sensitive information, personnel, assets, and facilities in accordance with stringent U.S. DoD and Navy regulations.
MUST BE LOCAL TO GUAM OR WILLING TO RELOCATE AT OWN EXPENSE.
The responsibilities for this position include serving as a technical representative and subject matter expert (SME) by providing on-site security assessments and responding to security-related Requests for Information (RFIs) and Requests for Change (RFCs). Duties include overseeing and supporting the accreditation, modification, and construction of SCIFs and other secure facilities; reviewing and ensuring compliance with physical and cybersecurity planning documents; translating security operational requirements into actionable implementation plans; managing and resolving security-related conflicts; and collaborating with Project Requirements Team Leads, Project Liaisons, and key stakeholders to support mission objectives. Additional responsibilities include reviewing, assessing, and documenting compliance with security planning documents, conducting pre-construction inspections, participating in design reviews, and attending technical and programmatic meetings to ensure secure facility design and operational success.
Key Responsibilities:
  • Lead classified security operations for large-scale U.S. Navy missions internationally, managing personnel security, physical security, information security, industrial security, operations security (OPSEC), and communications security (COMSEC) programs.
  • Serve as the primary security liaison for U.S. Navy leadership, government agencies, and international counterparts, ensuring strict compliance with all security directives.
  • Direct the design, accreditation, and management of SCIFs, SAPFs, and other controlled areas in compliance with ICD 705, including preparing Construction Security Plans (CSPs) and ensuring all phases of SCIF builds meet regulatory standards.
  • Develop and execute policies and procedures for safeguarding classified materials and facilities, including security education training and awareness (SETA) for Navy personnel and contractors.
  • Conduct and lead physical security surveys, threat assessments, and vulnerability analysis of overseas deployments, providing tailored recommendations to enable operational success and mitigate risks.
  • Implement and manage personnel security clearance processes such as access nominations, visit authorization requests (VARs), and SF-86 reviews, ensuring eligibility compliance for special access programs (SAPs) and SCI.
  • Oversee classified information systems, working alongside IT/IA teams to implement RMF principles, maintain the security of classified IT systems, and ensure cybersecurity measures align with federal standards.
  • Manage security operations in austere and diverse environments while providing real-time consultancy in high-pressure, dynamic operational settings.
  • Identify, investigate, and document potential security incidents or compromises, delivering detailed recommendations for remediation and ensuring compliance with reporting procedures.
  • Evaluate and improve existing security policies, leveraging extensive operational experiences to ensure full alignment with DoD, Navy, and international security requirements.
Qualifications
Required Education and Experience: Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.
Additional Requirements:
  • This position requires a self-motivated individual capable of managing multiple security projects, priorities, and requirements within a functionally matrixed organization, all with minimal supervision.
  • The candidate must demonstrate the ability to independently plan and schedule security-related work activities to ensure timely delivery of compliance documentation, facility certifications, and operational support.
  • This position requires direct interaction with U.S. Navy clients, national security stakeholders, and international partners, and demands performance that is highly detail-oriented and aligned with strict, time-critical deadlines.
  • A working knowledge of security planning and management processes applicable to military facility construction, compliance reviews, and operational security for Navy and Marine Corps missions is beneficial for this position.
  • The candidate must possess a thorough knowledge of and demonstrated experience using electronic security systems, software tools, and databases, including Microsoft Outlook, SharePoint, Teams, and security-specific systems such as JPAS/DISS and other DoD platforms.
  • The candidate must demonstrate the ability to exercise independent judgment and security expertise while managing multiple, diverse security-related projects simultaneously in high-pressure, complex operational environments.
  • Must possess an Active Top Secret clearance and be bale to obtain a TS/SCI. US citizenship is required.
