The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.
SPA's Strategic Division's Regional Strike System Group (RSSG) supports critical U.S. government programs providing Systems Engineering, Systems Safety, Modelling, Master Scheduling, and Financial Analysis support. RSSG has a near-term need for a Senior Hypersonics Systems Engineer to provide on-site support to Navy leadership at the Portfolio Acquisition Executive (PAE) Strategic Systems Programs (SSP), Conventional Prompt Strike (CPS) program office in the Washington Navy Yard.
Responsibilities
On the CPS/Hypersonics program, the Systems Engineer's responsibilities will include:
  • Requirements Management
    • Maintain government capabilities statement document which stimulates weapon system integrator requirement derivation.
    • Baseline requirement sets and facilitate requirements change boards for deployed weapon system configurations.
    • Manage interface requirements between hypersonic weapon systems and candidate Navy (and Army) platforms.
    • Supervise requirements verification activities including supporting test campaigns, as well as subsystem, element and system level test events.
    • Work with Advanced Capabilities stakeholders to on-ramp cutting edge technologies into future hypersonic weapon technology insertions.
    • Manage Technical Objectives and Guidelines (GOVT declaration of system capabilities). Manage requirements across multiple organizations. Support requirement verification activities in various test opportunities. Track requirement metrics to support major deployments.
  • Acquisition Documentation
    • Maintain Hypersonic Weapon Concept of Employment, Systems Engineering Plan, and Capabilities Development Document, and supporting alignment with other acquisition documentation (e.g., TEMP, Acquisition Plan) on behalf of the government program office.
  • Competencies
    • Core: TEAMS meeting and file management, Requirements Analysis, Requirements Verification, Understanding of Joint Capabilities Integration and Development System (JCIDS) Process.
    • Preferred: Experience navigating Cameo Systems Modeler, Extensive experience with JCIDS acquisition process (previous ORD or CDD routing experience). Familiarity with new draft Navy Requirements Process (NRP).

Qualifications
Required Qualifications:
  • Ability to work at Washington Navy Yard.
  • Minimum 10 years experience in support of engineering efforts within the DOW or weapons development program and minimum of 5 years management experience.
  • Active Secret Clearance minimum; TS/SCI preferred.
  • Bachelor's degree.
  • Detail-oriented with exceptional analytical skills.
  • High proficiency with MS Office, project management, and productivity tools including MS Teams.

Desired Qualifications:
  • Prior Navy service
  • Experience supporting a Navy acquisition program office, PAE Strategic Systems Programs, PAE Maritime, or PAE Undersea
