Help
At the HQDA level, serves as the Army Morale, Welfare and Recreation (MWR) and IMCOM DFMWR Division Chief of MWR Facilities Management for non-appropriated fund (NAF), appropriated fund (APF) MILCON construction, sustainment, restoration and modernization (SRM). Responsibilities include related plans, policy, programming, and execution for NAF Major Construction Program (NAFMC), consolidating coordinating and programming of MWR military construction (MILCON), and SRM management for MWR facilities Army-wide, and minor construction congressional reporting requirements . Responsible for interior design and food service design support to installations and operation of the MWR Category C Public Private Venture (PPV ) program. The position requires detailed familiarity with the DoD and Congressional approval process as well as with governmental and commercial construction processes and techniques. Requires extensive coordination with engineer and MWR channels from installation level through all IMCOM, ACSIM, Corps of Engineers, Army Secretariats and OSD. Serves as the principal advisor to the Commander, deputies, and key staff of IMCOM DFMWR for overall construction issues.
Participates in Army inter-agency construction studies and actions. Responsible for complex internal coordination of construction issues and programs. Directly responsible for the fiscal performance of project execution for both construction and design projects in support of installation commanders.
Serves as the secretary at the Army's annual Capital Investment Review Board responsible for the preparation of project presentations, deliberations and development of the final proposed NAFMC program within established AMWRF construction budget limitations. Directly responsible for the thoroughness and accuracy of project data presented through the BOD process.
Responsible for Congressional level construction related briefings and negotiations of program development with senior Army, OSD, and Congressional staffs.
Manages the overall operations of the directorate to include program development, supervision of personnel, operating budget programming and execution, personnel training, personnel selection, and disciplinary actions.

Qualifications
RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
MINIMUM QUALIFICATIONS:
At least one year work experience equivalent to at least the next lower grade level in engineering that demonstrates possession of a strong technical background in engineering activities and construction techniques, and extensive ability to research issues, provide quantitative analysis, brief senior staff; conduct detailed horizontal and vertical staff coordination internal and external to the organization, supervise personnel, and manage resources in a constrained resource environment.
AND at least one of the following 5 criteria:
1) Degree in professional engineering
2) Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico
3) Successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico
4) Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that would be fully acceptable toward meeting the requirements of an engineering program
5) Successful completion of at least 60 semester hours of courses in an appropriate/related scientific field
