As we continue to make strides to becoming the employer of choice, we are thrilled about the below employee benefit enhancements: Virginia Retirement System (VRS) Language Incentive Referral Bonus Tuition Assistance Program Description ** The maximum hiring compensation for this position is to not exceed a salaried rate of $135,180/year** The Senior Finance Technology Manager provides second-level supervision, strategic leadership, and administrative oversight of all major and minor technology systems supporting the Finance Department, including MUNIS and RVAPay. The position manages departmental system operations, oversees troubleshooting and validation processes, directs complex technology initiatives, and ensures alignment with City policies and department goals through effective collaboration with the Department of Information Technology.

This role leads multi-functional teams, and ensures secure, reliable, and efficient financial system performance. The incumbent also provides high-level support for Department of Finance projects, backend FOIA data retrieval, and optimization of departmental workflows. This role will serve as department lead on Data Warehouse & Data Analytic initiatives.

Provide hands-on support where, and as needed to support department needs. This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather. Duties include but are not limited to Department-Level Technology Leadership & Oversight: Provide second-level supervision over all major and minor technology systems within theFinance Department.

Oversee daily technology operations and direct workflow across multiple functional units. Provide interpretive decisions regarding technology approaches that support departmentalgoals and City policies. Offer contextual guidance and direction to subordinate managers, professional staff, and support personnel.

Manages technology teams and associated personnel functions including training coordination, performance evaluation, and discipline. Administrative Management of Financial Systems: Provide administrative oversight of MUNIS, RVAPay, CoreERP, and other core Finance Department systems. Manage system configurations, upgrades, enhancements, and user access security.

Lead finance-based system tracking, troubleshooting, validation, and issue resolution. Coordinate backend data support and extraction for Finance-related FOIA responses. Ensure data accuracy, reliability, and compliance with applicable regulations.

Collaboration with the Department of Information Technology: Serve as liaison between Finance and the Department of Information Technology. Coordinate jointly on technology planning, integration, cybersecurity, infrastructure, and system upgrades. Recommend standard technology hardware/software for desktop and field deployment.

Oversee implementation of Citywide standards within Finance's technology environment. Facilitate cross-departmental meetings, communication efforts, and collaborative problem-solving. Project Management & Process Optimization: Lead and manage department-wide technology projects from planning through implementation.

Drive initiatives that streamline Finance technology functions and improve operational efficiency. Oversee vendor relationships, contract and budget compliance. Prepare, review, and submit departmental reports supporting project status, system performance, and technology needs.

Develop, implement, and monitor policies and procedures related to Finance technology operations. Training, Support, and User Enablement: Facilitate training for staff on Finance systems, new technologies, and upgraded platforms. Provide support for system users, ensuring issues are prioritized and resolved efficiently.

Oversee correspondence and communication with departmental staff, City leadership, andexternal partners. Ensure consistent documentation of processes, system changes, and internal knowledge resources.
