1.  Nature of Work: The Municipal Services Director isresponsible for the planning, organizing and supervision of inspection work toensure enforcement and compliance with Federal, State and local codes, laws andzoning and other bylaws and all applicable regulations; oversees the issuanceof required permits applicable to building or structure construction and/orrenovation plans and zoning ordinance compliance. Employee conducts periodicinspections, maintains records, and issues Certificates of Inspection for existingbuildings as required by statute including; places of assembly such as nightclubs, restaurants, meeting halls, churches and schools, and for institutionaluses, such as hospitals, nursing homes, jails and prisons, and residentialuses, such as hotels, lodging houses, limited group residences and all multifamilystructures. Provides responsive service on all complaints of property owners,tenants and others; investigates alleged violations and takes action, if necessary.Employee is required to perform all similar or related duties.

2.Supervision Received:  Underadministrative direction of the Town Manager, in accordance with applicableprovisions of the Massachusetts General Laws, and local bylaws. Worksindependently from municipal policies and objectives. Consults with the TownManager when clarification of operating policies are needed, or whereclarification, interpretation, or exception to municipal policy may berequired. Assumes direct accountability performance standards for departmentalresults. Individual establishes short-range plans and objectives. Theemployee/official exercises control in the development of departmentalpolicies, goals, objectives and budgets. The employee/official is also expectedto resolve all conflicts which arise and coordinate with others as necessary. Performsvaried and responsible functions of a technical nature regarding considerableindependent judgment in the; application, interpretation and enforcement ofbuilding codes, zoning bylaws and other applicable regulations, as well as informulating decisions regarding policies, procedures, operations and plans atthe department level.

3.   Supervisory Responsibility: Employee is accountable for the direction and success of programsaccomplished through others. Analyzes program objectives, determines workoperations, estimates and allocates the financial and staff resourcesrequired.  Prepares and administers anoperating budget. Assists or oversees the personnel function, including oreffectively recommending hiring, training, and disciplining of employees. Employee provides direct supervision over full-timeand part-time employees who work at the same location and work schedule.  The number of employees supervised isreasonably stable and not subject to seasonal or cyclical changes.

4.   Confidentiality:  Employeehas access to confidential information in accordance with the State PublicRecords law including official personnel files, department and client records aswell as lawsuits. Confidentiality must be maintained with regard to thisinformation in accordance with the Departmental Policy and Public Records Act.

 5.   Accountability: Consequences of errors, misseddeadlines, or poor judgment may include adverse public relations, personalinjury, danger to public safety, legal repercussions, jeopardize programs,lower standards of service, sub-standard construction, monetary losses, damageto buildings and equipment, personal injuries, delay in service delivery oradverse public relations.

 6.   Judgment: The workrequires examining, analyzing and evaluating facts and circumstancessurrounding individual problems, situations, or transactions, and determiningactions to be taken within the limits of standard or accepted practices.Guidelines include a large body of policies, practices, and precedents, whichmay be complex or conflicting, at times. Judgment is used in analyzing specificsituations to determine appropriate actions. Employee is expected to weighefficiency and relative priorities in conjunction with procedural concerns indecision making. Requires understanding, interpreting and enforcement of statelaws and local ordinances.

7.   Complexity: The work consists of the practicalapplication of a variety of concepts, practices and specialized techniquesrelating to a professional or technical field. Assignments typically involveevaluation and interpretation of factors, conditions or unusual circumstances;inspecting, testing or evaluating compliance with established standards orcriteria; gathering, analyzing and evaluating facts or data using specialized fact-findingtechniques; or determining the methods to accomplish the work.

 8.   Natureand Purpose of Relationships: Relationships are constantly with co-workers,the public and with groups and/or individuals such as civil leaders, peers fromother organizations, representatives from professional organizations, and newsmedia. The employee serves as a spokesperson or recognized authority of theorganization in matters of substance or considerable importance. The employeedeals with the public and other individuals on behalf of the department tocommunicate departmental practices, procedure, regulations or guidelines. Mayencounter individuals who have conflicting opinions or objectives, diversepoints of view or differences where skillful negotiating and achievingcompromise is required to secure support, concurrence and acceptance orcompliance; or one-on-one relationships with a person who may be under severestress, where gaining a high degree of persuasion may be required to obtain thedesired effect. The employee represents to the public a functional area of themunicipality on matters of procedures or policy where perceptiveness isrequired to analyze circumstances in order to act appropriately. Excellentcommunication and customer service skills are required involving courtesy,tact, and diplomacy in resolving complaints and concerns of the public.

 9.   EssentialFunctions: The essential functions orduties listed below are intended only as illustrations of the various type ofwork that may be performed. The omission of specific statements of duties doesnot exclude them from the position if the work is similar, related, or alogical assignment to the position.

 1.     Administers and supervises the Building InspectionalDepartment, including zoning bylaw enforcement, and issuance of licenses forbuilding, wiring, plumbing and gas fitting permits and inspections operations.

2.     Coordinates and plans the activities of thedepartment's Inspectors; provides advice to Inspectors as required on codeissues to ensure compliance with state and local laws and the enforcement oflocal zoning and other applicable State regulations or Town Bylaws; assists inthe resolution of difficult inspection or code enforcement issues.

3.     Observes conditions and issues notices for correctionto persons responsible for conformance of state building and related codes; researches,obtains evidence and prepares informational reports concerning compliance orviolations which have not been corrected.

4.     Reviews architectural building plans and specificationsinvolved for code requirements and approves plan for issuance of buildingpermits as required by the Massachusetts State Building Code; reviews all plansand specifications for compliance with local zoning bylaws; inspects all workfor compliance with approved plans.

5.     Explains requirements, polices, procedures and ordinances;recommends compliance procedures to contractors, craft workers and ownersrelative to the mode or manner of construction and materials to be used inconstruction, reconstruction, alteration, repair, demolition, removal,installation of equipment and the location, use, occupancy and maintenance ofall buildings and structures.

6.     Prepares and maintains inspection records and preparesreports for use by other Town officials, administrative or judicial authorities;confers with other code inspectors when necessary.

7.     Attends public meetings as necessary to discuss codes,flood zones, building construction or renovation plan reviews and other relatedissues.

8.     Inspects new residential, commercial, industrial andother buildings during and after construction and upon completion and repairand alteration work, during process and upon completion for conformity with allcode requirements and approved plans and with zoning restrictions to ensurethat components such as footings, floor framing, completed framing, chimneysand stairways meet provisions of building, grading, zoning, and safety laws andapproved plans, specifications and standards as needed; issues occupancypermits upon completion of requirements of all codes and statutes relating topublic safety.

9.     Responds to natural disaster emergencies; supervisesdamage team members and volunteers.

10.  Overseesthe processing of permit applications for liquor, occupancy and buildingpermits as well as the construction of buildings and structures and theninputting information into department databases.

11.  Overseesthe Town's Sealer of Weights and Measures and the Animal Inspector.

12.  Develops,implements and evaluates Department goals and objectives, polices andprocedures; develops standards for program evaluation.

13.  Keepsabreast of all changes or revisions to the State Building Codes and localzoning bylaws.

14.  Acts asliaison with the Town Zoning Board of Appeals, Building Committee, design/reviewBoard and Historical Committee.

15.  Works inconjunction with the Fire Chief to ensure the safety of public assemblybuildings.

16.  MonitorsChapter 40B projects.

17.  Responsiblefor all capital building projects including but not limited to reconstruction,remodeling, site acquisition, site preparation, designer selection, schematicdesign, preliminary design bid, bid preparation, bid award and supervision ofconstruction.

18.  Overseesall administrative functions including development of office procedures andworking conditions, preparations of annual report, budget and capitalacquisition documents.

19.  Reviews anddevelops yearly budget for office operations.

20.  Collectsall permit fees.

21.  Actsas technical advisor to the Zoning Board of Appeals; attends meetings,receives, reviews, accepts and processes all applications to the Board; reviewsdecisions prior to signing by the Board.

22.  Interactswith all Town Boards and Departments regarding policy and attitudes, as well asplanning and improving service-related functions. Participates as a member ofthe Zoning By-Law Committee and the Public Safety Team.

Recommended MinimumQualifications:

Education and Experience: Five or more years of prior work experiencein the supervision of building construction or design, in the constructiontrades, a Bachelor's degree in a related field; Experience with operational and capital budget development andEnergy Services contracting, or any equivalent combination of education,training and experience which provides the required knowledge, skills andabilities to perform the essential functions of the job.

State Certified ICC Building Official

Knowledge, Abilities and Skill

Knowledge: Thorough knowledge of the state buildingcode and related codes as well as ADA rules and guidelines and working knowledgeof asbestos and environmental compliance regulations. Working knowledge of theprinciples and practices of building construction, inspection, and fireprevention, light, ventilation and safe egress; general knowledge of buildingconstruction equipment and materials, and the State building code, localbylaws; and other applicable state statutes, rules and regulations, knowledgeof the Town's geography and principles and policies of personnel management andsupervision.

Abilities: Ability to read and interpret blueprints,drawings and plans, interpret and enforce in a firm, tactful and impartialmanner state, local and federal laws including the State Building Code andlocal zoning bylaws.  Ability to dealappropriately with the general public and members of the buildingcommunity.  Ability to understandengineering terminology and mathematical concepts. Ability to understand courtprocedures related to building and zoning issues. Ability to communicateeffectively, orally and in writing. Ability to lead and supervise departmentalstaff and develop policies and procedures for the department's operations.Ability to make presentations effectively to public groups, boards and committees.Ability to manage multiple tasks in a detailed and effective manner, dealtactfully with disgruntled members of the public; ability to establisheffective working relationships with department staff, owners, designers,contractors, subcontractors and other code enforcement or regulatory agencies.

Work Environment: Workingconditions involve exposure to intermittent machine or related noise and acombination of unpleasant elements such as odors, chemical fumes, dust, smoke,heat, cold, oil, dirt or grease. Work may involve occasional work at heights,or in confined or cramped quarters, or work around machinery and its movingparts. Work may also involve occasional mental stress, such as completingseveral unrelated tasks within a relatively short period of time. Employee maybe required to work beyond normal business hours to attend evening meetings,and/or in response to emergencies on a 24/7 basis.

Occupational Risk:   Duties generally do not present occupationalrisk, with only occasional exposure to risk when conducting fieldinspections.  Personal injury couldoccur, however, through employee failure to properly follow safety precautionsor procedures when assessing the structural integrity of a building.  Examples of injury may include bruises fromfalls, minor cuts or burns, or muscular strains and serious personal injurywhile accessing construction sites.
