CACI is seeking a Project Manager to support our Military Sealift Command (MSC) in developing and maintaining Operational and Technical Quality Plans, Processes, and Standards across the entire program spectrum.
POSITION SUMMARY:
We are seeking an experienced Project Manager to lead and support the operations, maintenance, and sustainment of Military Sealift Command (MSC) Afloat business system applications. The ideal candidate will manage cross-functional technical teams, coordinate with functional specialists and subject matter experts (SMEs), and ensure successful execution of application updates, configuration, installation, and ongoing support activities.
Key Responsibilities:
  • Lead and oversee technical teams responsible for maintaining and updating MSC Afloat business system applications.
  • Coordinate with functional stakeholders and SMEs to plan, execute, and deliver system updates, configurations, installations, and maintenance activities.
  • Develop and maintain project plans, timelines, status reports, project briefs, and performance metrics; distribute these artifacts to appropriate stakeholders.
  • Monitor and control project execution, ensuring alignment with schedules, quality standards, and stakeholder expectations.
  • Facilitate work sessions, technical discussions, and planning meetings to identify, address, and remove impediments to project success.
  • Serve as the primary liaison with MSC on administrative and technical matters related to afloat business systems application.
  • Interpret customer needs, clarify requirements, and define next steps to support issue resolution and project continuity.
  • Establish and track project success measures; evaluate project performance against established goals and timelines.
  • Gather, organize, and archive project documentation and artifacts.
  • Conduct lessons-learned activities and contribute to the development and improvement of project management best practices.
  • Support Military Sealift Command (MSC) Afloat business systems and lead the technical Installation Team responsible for installing, configuring, updating, and troubleshooting MSC business system application software aboard MSC ships.
  • Coordinate and collaborate closely with MSC N6 IT Liaisons, MSC Program Managers, and shipboard CIVMAR personnel to direct all MSC Afloat business system application maintenance activities, including installations, configuration efforts, and software updates.
  • Serve as the primary point of contact for MSC personnel regarding all issues related to afloat business system application software, requiring strong communication and customer-facing skills.
  • Prepare and deliver documentation such as application status reports, project metrics, and performance briefings.
  • Validate all installation, configuration, and update activities performed by the technical team by conducting routine site visits to ships and shipyards.
  • Work effectively with other contractor teams to ensure smooth coordination of tasks and shared responsibilities.
  • Collaborate with the Contracting Officer's Representative (COR) to obtain travel approvals and manage ship and shipyard access for technical teams during afloat and shipyard visits.
  • Use Jira for tracking afloat business system tasks, documenting progress, and reporting status to MSC N6 stakeholders to ensure transparency and alignment with project objectives.

Required Qualifications:
  • 10+ years of program/project management experience with demonstrated ability to lead/manage multiple, small to large technical projects
  • Requires degree in a project management or technical field
  • Project Management Professional (PMP) certification
  • US Citizen with active Secret Clearance.
  • Proven ability to work effectively with government stakeholders, functional specialists, and SMEs.
  • Familiarity with MSC, Navy afloat systems, or maritime operations
  • Excellent communication, planning and negotiation skills with the ability to tailor communications and influence critical decisions with a variety of stakeholders
  • Demonstrated expertise with MS Project and MS SharePoint, Jira, MS Teams

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
