Assistant Director of Planning amp; Zoning (08/03/2026)
The Assistant Director of Planning and Zoning performs operational functions to facilitate the day-to-day functions of the Planning amp; Zoning department under the guidance of the Director. The position supports the strategic role of the Director.

ESSENTIAL DUTIES amp; RESPONSIBILITIES
  • Manages the day-to-day functions of the department, resources, and staff to include time management and staff scheduling.
  • Assists the Director in employee relations and performance management matters.
  • Administers and enforces the Franklin County Zoning Ordinances and Subdivision regulations.
  • Completes zone change staff report/analysis.
  • Performs development plan reviews and subdivision reviews.
  • Assists with updates and maintenance of the Comprehensive Plan, Zoning Ordinance, and other short and long range plans.
  • Assists the Director as needed with Fiscal Court activities such as RFQs and contract negotiations.
  • Assists the Director in preparation and administration of the departmental budget.
  • Supports other county departments with Planning and zoning needs such as Geographical Information Systems (GIS) and developments.
  • Manages Municipal Separate Storm Sewer System (MS4) permit requirements and MS4 program.
  • May serve as point of contact when interfacing with other county departments, contractors, partners, or other government entities under the direction of the Director.
  • Assists the Director with representation and meeting attendance at various meetings within the community as well as county government including the Planning Commission.
  • Update and maintain GIS system.
  • Knowledge of zoning laws, land use regulations, and general planning principles.
  • Ability to interpret legal and regulatory documents.
  • Other duties as assigned.
REQUIRED EDUCATION AND EXPERIENCE
  • Bachelors degree in urban planning or closely related field. Two (2) or more years of related experience required; one (1) of which must be in a supervisory or management role. An equivalent combination of education and/or experience may be substituted.
  • Masters degree preferred.
  • Familiarity and/or working knowledge of Geographical Information Systems (GIS) technology.
  • AICP or other comparable planning certification preferred.
KNOWLEDGE AND SKILLS

  • Ability to deal with diverse individuals and groups effectively; ability to establish and maintain rapport with peers, superiors, and direct reports.

  • Meticulous attention to detail, highly organized, with strong project management skills and the ability to manage multiple tasks, deadlines, and competing priorities.

  • Good financial skills; ability to handle and analyze data and accurately present budgets, results, statistics, etc.
OTHER REQUIREMENTS
  • Working knowledge of software programs including but not limited to Microsoft Word, Excel, and Power Point.
  • Pursuant to the Drug Free Workplace Act of 1988, all employees must remain drug free and alcohol free when reporting to work and engaging in any work-related activities.
