Job description

PRIMARY FUNCTION Responsible for working closely with mortgage management and staff to determine gaps, create efficiencies, design and implement solutions. Monitors and ensures first mortgage projects as they relate to process improvement, regulatory changes and mortgage technology are completed on time and efficiently. Works closely with the VP Mortgage Lending, mortgage management, and the Mortgage Initiative & Support team to help create and support overall strategy, identify and implement necessary updates/enhancements to the technology systems; review and implement origination process improvements; and facilitate requirements gathering sessions to make processes fast, efficient, and easy to comprehend. Partners with all other areas of the credit union to provide insight and subject matter expertise related to the mortgage process. Oversees timely responses to all compliance/internal/external audit requests and is responsible for ensuring all policy and procedures, communications and documentation for the department is current/accurate. Assists the VP First Mortgage Lending with creation/implementation of overall strategy, the annual budgeting process and other required initiatives. JOB DUTIES AND RESPONSIBILITIES Managerial Oversees and has primary accountability for all mortgage related projects, technology, policies and procedures. Recruit, train, develop, mentor, coach and lead a high quality team of mortgage professionals in an environment that encourages employee participation in determining how best to serve members, operate most efficiently, and achieve the credit union's goals. Acts as a positive contributing member of the mortgage management team. Collaborates professionally with peers to resolve issues and creates changes as needed to foster a positive and respectful environment across teams. Provides staff with continual, constructive feedback on performance; is accountable for staff performance; and works with VP Mortgage Lending to develop challenging, meaningful, and measurable goals. Conduct monthly one-on-one and semi-annual performance appraisals that are consistent, timely, and that merit increase recommendations are appropriate and related to performance. Address personnel issues and problems in a timely manner, while ensuring consistent documentation, and seek assistance from Human Resources as appropriate. Fosters an environment of overall high employee engagement as represented by staff feedback, employee survey results and a well established and clear communicated cycle with staff, team and others. Project Execution Oversees system administration for all mortgage technology including implementation, enhancements, release management and vendor relationships. Directs department process-improvement projects including workflow enhancements and new technology adoption. Oversees system upgrade and testing efforts to ensure they are following credit union protocol for documentation and communication. Partners with management on the development and implementation of new mortgage programs/products. Represents mortgage lending in meetings relating to external projects that impact the mortgage process. Oversees the creation of training materials for the mortgage lending team. Oversees the credit union's sub-servicing relationship by working closely with the vendor and internal credit union teams to ensure mortgages are serviced accurately and service levels are maintained as appropriate. Reporting and Modeling Demonstrated understanding and ability to create/maintain ad-hoc reporting for both staff and management. Partners with IT/EDA in the creation of standard/complex reports that assist management and staff with workflow/pipeline management. Partners with VP Mortgage Lending in the creation of departmental budget. Proven ability to create general value proposition calculations (ROI, NPV, breakeven analysis, etc). Responsible for ensuring all project status reporting is accurate and communicated regularly to stakeholders. Communication and Partnership Maintains a dynamic and cooperative relationship with peers, co-workers and management. Consistently demonstrates positive communication both internally and externally. Represents mortgage lending in meetings related to enterprise strategy and planning. Ensure appropriate policies, procedures, and controls for the mortgage area function are in place and communicated to staff. Assist in communicating relevant information about mortgage lending, products, and promotions to all employees and management of the credit union. Communicate regularly and in a timely manner with the VP of Mortgage Lending concerning status of mortgage related projects and initiatives. Compliance Oversees the timely response to all compliance/internal/external audit related inquiries. Liaisons with Mortgage QC on process improvements designed to close gaps/reduce risk exposure. Complete all required credit union wide training (i.e. BSA, Fair Lending, OFAC, TRID, etc). Comply with regulations B, C, X and Z regarding the completion of required disclosures including but not limited to the Loan Estimate, Closing Disclosure and change circumstance scenarios. Also included are compliance with TRID, FACTA and FDPA (Flood). BSA and OFAC responsibilities include but are not limited to the following: Accurately perform all Bank Secrecy Act (BSA) and OFAC functions related to opening accounts, making account maintenance changes, approving and disbursing loans including, but not limited to OFAC verification, reporting suspicious activity to the Fraud Risk Management Department, and completing all required training. Ensure that departmental procedures to support the credit union's BSA and OFAC policy are documented in writing, distributed to staff, and adhered to by all staff. Ensure that all transaction and account maintenance information required under BSA is captured and records are submitted for record retention in accordance with the BSA record retention schedule. Maintains and complies with policies, procedures, practices, documents and controls for the mortgage function to protect the interests of the Credit Union, and ensures compliance with state, federal, NCUA and other applicable regulations including but not limited to National Flood Insurance Program (NFIP), Regulation B, Regulation C, Regulation X (RESPA), and Regulation Z (Truth in Lending), Potential Transfer of Servicing Form, and if required, the Adverse Action form. Support compliance with agency, investor requirements as it relates to mortgage production. Other Implementing approved new products and promotions to meet the membership's needs and stimulate growth. Communicate relevant information about mortgage lending, products and promotions to all employees and business partners of the credit union. Assist with testing the mortgage loan origination system, new product and program releases and updates/upgrades as needed. Maintain a working knowledge of current secondary market guidelines, including conventional, FHA, VA, Virginia Housing and USDA. Responsible for communicating any lending policy changes to staff. Must be able to understand and apply policies to all mortgage‐lending situations. Other duties may be required and assigned. Requirements for Position Education College graduate with background in accounting, business, economics, information systems, statistics or finance preferred. Equivalent experience and formal training may substitute for degree. Work Experience Considerable first mortgage operations and underwriting knowledge; considerable knowledge of conventional and government lending programs as well as conventional mortgage insurance guidelines; and excellent knowledge of the secondary marketing practices, policies, and procedures. Desirable Traits Excellent verbal and written communication skills combined with the ability to make sound decisions. Excellent analytical and problem‐solving, organizational skills and ability to multi‐task a must. Must be creative and have the ability to engage with various levels of business to meet shared objectives and strategic goals. Must have extensive experience using Microsoft Excel or similar spreadsheet software. Experience writing VBA macros in Microsoft Excel preferred. Knowledge of report writing software and SQL a preferred. Experience implementing systems and managing projects a plus. Must be able to work effectively under pressure and tight deadlines. Must be able to handle stressful situations in a professional manner. Must be able to work with a high degree of independence. Must be a self‐starter. Other NMLS Registration with NMLS is not required. May require weekend and holiday working hours. PHYSICAL REQUIREMENTS This job requires the ability to sit for long periods of time.
