Job Summary:
The IT Modernization Consultant supports federal modernization initiatives by advising on, designing, and implementing modern technical solutions across cloud, data, automation, and emerging technology domains. This role partners with government stakeholders, technical teams, and program leadership to deliver forwardleaning modernization strategies that improve mission performance, reduce technical debt, and support enterprise transformation. The consultant provides handson expertise in cloud readiness, infrastructure modernization, automation, and AI/GenAI adoption to help agencies advance digital capabilities and operational efficiency.
The IT Modernization Consultant will help operate and maintain a US government agency's enterprise IT infrastructure and enhance key systems to support operating programs and increase efficiencies. The project scope includes operations support, systems engineering and lifecycle management, network operating services, end user support and technical assistance, engineering support, and design, implementation, and maintenance of IT systems and services to ensure the availability, performance, security, and reliability of IT infrastructure and applications.
Job Duties:
The IT Modernization Consultant provides technical and analytical expertise across modernization workstreams, ensuring solutions align with federal requirements, enterprise architectures, and agency mission needs.
Supporting assessment, planning, and implementation activities for cloud, data, automation, and infrastructure modernization initiatives.
Applying knowledge of enterprise IT systems, modernization patterns, and IT operations to guide architectural and technical recommendations.
Leading or contributing to prototypes, sandboxes, and emergingtechnology demonstrations, particularly for AI/GenAI workflows in support of government missions. Coordinating with crossfunctional teams to refine requirements, evaluate modernization alternatives, and support deployment and integration activities.
Advising on policydriven operations, automation opportunities, and service improvements to enhance scalability, performance, and reliability.
Preparing technical documentation, analysis, modernization roadmaps, and implementation materials for government stakeholders.
Supporting changemanagement, testing, performance analysis, and risk identification across modernization efforts.
Ensuring technical recommendations comply with federal standards, best practices, and agencyspecific modernization models.
Basic Qualifications:
- Minimum 10 years of experience supporting IT Modernization for enterprise-wide organization.
- Bachelor's degree in information systems, engineering, computer science, related discipline or equivalent experience.
- High School Diploma + 4 additional years of experience = Associate's Degree
- Associate's Degree + 4 additional years of experience = Bachelor's Degree
- Minimum 1 year of experience implementing AI/GenAI solutions for government agency(ies).
- Cloud service provider (CSP) foundational certification (AWS, Azure, or GCP).
- AI certification supporting applied machine learning or GenAI solution development.
Preferred Qualifications:
- Demonstrated experience supporting federal IT modernization projects, including cloud migration, system upgrades, automation, or enterprise IT enhancements.
- Ability to provide analytical, technical, and consultative support in crossfunctional modernization environments.
- Experience in federal environments involving enterprise operations, data engineering, digital transformation, or business process modernization.
- Familiarity with AI/GenAI deployment patterns, automation frameworks, and prototypetoproduction workflows used in government settings.
- Certifications such as PMIACP, PMP, or additional cloud/AI/DevSecOps credentials.
- Experience advising government stakeholders, supporting solution design, and documenting modernization strategies.
- Strong analytical and problemsolving capabilities with the ability to assess modernization options and recommend practical solutions.
- Ability to collaborate across engineering, data, operations, and program teams in federal environments.
- Excellent communication and documentation skills, supporting briefings, recommendations, and technical reports.
- Understanding of enterprise architecture, cloud concepts, and AI/GenAI solution lifecycle management.
NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $129,360 - $215,600. Actual compensation will depend on a number of factors, including the candidate's relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance. If the position offered in temporary, the position will not be eligible for incentive compensation.
