Job description

The Position Turn Data Into Impact The City of Encinitas is seeking a motivated and collaborative GIS Analyst I to support the City's Enterprise Geographic Information System (GIS) and help transform data into meaningful information that improves City services. This position develops and maintains geospatial data, creates maps, dashboards, and web applications, performs spatial analysis, and provides GIS support to departments across the organization. Examples of Important & Essential Duties (included but not limited to) Essential Duties: (These duties are a representative sample; position assignments may vary.) 1. Manages assigned GIS requests and projects from City staff and, as appropriate, the public; interprets and identifies appropriate data and tools, completes assignments, and prepares related documentation

2. Creates, edits, maintains, analyzes, and visualizes geographic and tabular data; performs data conversion, geocoding, data integration, and routine spatial analysis. 3.

Produces professional-quality maps, exhibits, web maps, dashboards, reports, and other cartographic and data visualization products. 4. Assists with the implementation, configuration, testing, upgrade, and maintenance of GIS software, applications, services, and integrations.

5. Maintains and quality controls (Quality Controls) GIS datasets, feature services, web maps, and related content in accordance with established data standards and business requirements. 6.

Provides technical support, instruction, and basic training to City staff in the use of GIS applications, web mapping tools, mobile GIS, dashboards, and related technologies. 7. Assists with integrating GIS data and applications with enterprise business systems, databases, asset management, permitting, work order, document management, and other City systems.

8. Creates and maintains metadata, data dictionaries, documentation, data standards, and GIS procedures to support data quality, transparency, and reuse. 9.

Uses and supports field data collection technologies, including mobile GIS applications, GPS/GNSS devices, and related equipment, as assigned. 10. Assists with business process analysis and identifies opportunities to improve City services and internal workflows through GIS, automation, data visualization, and spatial analysis.

11. Researches emerging GIS technologies, functionality, and industry best practices and assists with evaluating and implementing appropriate solutions. 12.

Supports other applications as assigned, such as the City website or intranet. 12. Performs other duties of a similar nature or level.

Positions assigned to level I may be responsible for: Fulfills daily staff and citizen requests, such as map, data and mailing requests; Creates, edits, and maintains GIS data and assists with data quality control; Creates maps, web maps, dashboards, and other GIS products using established standards and templates; Assists with mobile GIS data collection and field verification; Assists in implementing, testing, and upgrading GIS software and applications; Creates and maintains metadata and documentation; Provides basic GIS support and instruction to City staff and learns City GIS standards, procedures, and workflows; Provide basic support and account management for other IT applications, such as the City website, as needed. Knowledge of: Esri ArcGIS Pro and familiarity with web-based GIS concepts; Cartographic principles and map design; Geographic concepts, coordinate systems, projections, and spatial data structures; GIS concepts, principles, and practices; Mobile GIS and GPS/GNSS data collection principles; GIS data creation, editing, conversion, quality assurance, and quality control; Geospatial and relational database concepts and data management principles; Spatial analysis and geoprocessing methods; Basic programming or scripting concepts. Skills in: Using computers and current software applications, including Microsoft 365 and GIS-related technologies; Performing spatial analysis and geoprocessing; Producing accurate, clear, and professional maps and cartographic products; Managing and quality controlling spatial and tabular data; Using GIS software to create, edit, maintain, analyze, and visualize geographic data; Troubleshooting basic GIS issues; Learning and applying GIS standards, procedures, and new technologies; Gathering, compiling, interpreting, and presenting geographic information; Communicating technical information clearly and professionally to coworkers, supervisors, City staff, consultants, and the public; Providing responsive and effective customer service; Establishing priorities, managing multiple assignments, meeting deadlines, and working effectively both independently and collaboratively.

Knowledge of the following is desirable: ArcGIS Online ArcGIS Enterprise Survey123 Field Maps Experience Builder Dashboards Python SQL REST services Asset management or work management systems AI-assisted workflows and automation Minimum Qualifications Training and Experience: Bachelor's Degree in Geography, Computer Science or a related field, and two years of professional level GIS experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Experience with Esri ArcGIS Pro is required. Experience with ArcGIS Online, ArcGIS Enterprise, mobile GIS applications, SQL, Python, or data visualization tools is desirable.
