Description
Status: Position Filled - Accepting Applications for Ready Replacement Pool (RRP) consideration.
Prevailance is seeking an experienced and mission-focused professional to provide Navy Warfare Training Plan (NWTP) and Unit-Level Training and Readiness Assessments (ULTRA) Support to Naval Information Forces (NAVIFOR) Information Warfare (IW) Type Commander (TYCOM) as a Business System Intelligence Analyst.
NAVIFOR exercises responsibility as the Navy's IW TYCOM to organize, man, train, equip, and maintain Navy IW Forces, and related activities to the required levels of current readiness afloat and ashore. The Intelligence Analyst will contribute to unit-level readiness, training assessments, and continuous improvement initiatives within the Information Warfare community.
Key Responsibilities:
  • Provide support to the ULTRA certification process through the execution of program assist visits, program review visits, and mobile training of unit Command Readiness Training Team (CRTT) members
  • Analyze and recommend improvements for the development and refinement of mission-specific certification standards, assessment processes, and unit-level mission area readiness assessments
  • Analyze and offer recommendations for establishing and maintaining effective unit-level self-evaluation and self-reporting processes to ensure continuous operational and material readiness, training proficiency, and process improvement
  • Conduct performance assessments and trend analysis of unit exercise grade sheets, exercise events, and certification venues. Evaluate training effectiveness and recommend actions to enhance unit-level assessment processes and procedures
  • Assist NAVIFOR staff and subordinate units in designing and developing unit-level exercises and supporting artifacts to qualify individuals and teams for mission tasks, maintain unit proficiency, and ensure readiness assessment in accordance with unit Mission Essential Task Lists (METLs) standards
  • Support the analysis of assessed commands' ability to self-train, self-assess, self-report, and maintain continuous certification requirements (CCR) across assigned capability areas, referencing the NAVIFOR Command and Staff checklist (CST-01)

Requirements
Qualifications:
  • Minimum of ten (10) years of experience in Navy Intelligence
  • Minimum of five (5) years of experience supporting Navy cyber warfare missions
  • Minimum of five (5) years of experience in training development, maintenance, and execution in support of Navy Warfare Training Plans (NWTPs), leveraging UNTL-based METL outputs, certification processes, and tailored unit-level training
  • Experience designing and applying training objectives and unit training requirements, and grouping those requirements into training events that enable assessment of unit proficiency for a defined training audience
  • Experience developing and revising instructional support materials for virtual, mobile, and instructor-led training, including application of training effectiveness evaluation methodologies
  • Experience authoring, scheduling, delivering, and reporting on Level of Knowledge (LOK) examinations, including item analysis, test analysis, and survey reporting
  • Proficiency maintaining and managing RACI matrices to identify activities, decision authorities, roles, and responsibilities
  • Demonstrated experience providing technical writing and editorial support for the review and refinement of Instructions and associated artifacts, ensuring compliance with applicable Department of the Navy format and style guidance for policy and guidance documents
  • Proven ability to apply training effectiveness evaluation methodologies to assess current-state training solutions, identify knowledge and skill gaps, and support improvement of CRTT performance, including during program assist and program review visits
  • Experience authoring and maintaining training and readiness-related Personnel Qualification Standards (PQS)
  • Experience providing subject matter expertise, gap analysis, and process improvement recommendations for unit-level training and exercise functions, including program assistance preparation, ULTRA execution, courseware revision, PQS updates, mobile training, and LOK assessments
  • Experience performing analysis and providing recommendations to establish and sustain effective unit-level self-evaluation and self-reporting processes to ensure continuous operational readiness, material readiness, training proficiency, and continuous process improvement
  • Ability to conduct assessment and trend analysis of unit exercise grade sheets, certification events, and exercise venues to evaluate training effectiveness and recommend improvements to unit-level assessment processes and procedures
  • Demonstrated ability to design and develop unit-level exercises and supporting artifacts to qualify individuals and teams, maintain proficiency in mission essential tasks, and support unit readiness certification and DRRS reporting aligned with unit METL
  • Experience supporting Service and/or Joint Training Plan development, including use of NTIMS or equivalent DoD systems
  • Strong analytical and problem-solving skills, with the ability to translate findings into actionable recommendations
  • Proficiency with the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Effective oral and written communication skills, with experience supporting technical, operational, and leadership audiences

Desired:
  • Familiarity with the organization and hierarchy of the Navy rank and grade structure
  • Knowledge of Navy terminology and Information Warfare operational concepts

Education:
  • Bachelor's Degree in a relevant field (e.g., Operations Research, Operations Management, Applied Psychology, or a related discipline)

Clearance:
  • Must possess and maintain a Top Secret / SCI Clearance
