GENERAL DUTIES
I.T. Senior Associates perform highly complex professional work in technology-related disciplines. While areas of specialization vary, typically I.T. Senior Associates perform a range of work in development/programming, communications, technical support, or similar functions depending on the needs of the Information Technology area to which they report. Work tasks include diagnosing, evaluating, overseeing and resolving highly complex projects. They have wide latitude for independent initiative and judgment and may serve in lead roles on complex programs or projects, and/or serve as a direct supervisor of a unit or group.
I.T. Senior Associates should demonstrate mastery of one or more technology-related disciplines, decision-making ability in situations related to those disciplines, and be able to serve as a resource in these areas. They may contribute to decisions on I.T. policies and technical standards.

CAMPUS SPECIFIC INFORMATION
New York City College of Technology (City Tech) of the City University of New York (CUNY), is a comprehensive college in downtown Brooklyn. The Office of Computing and Information Services at City Tech welcomes applications for a full-time position of Full Stack Web and Mobile Application Developer at the rank of IT Senior Associate. If the selected candidate does not hold permanency in the IT Senior Associate title, this position will be in temporary status until civil service lists are established for the in-progress exams #2085 and #2086. If the candidate is reachable on a list within 60-days of list establishment, the candidate's time spent as a temporary (due to exam) will be credited towards the 12-month probationary period.
The Office of Computing and Information Services (CIS) is responsible for overall campus technology services and policies, including maintaining the campus network infrastructure, security compliance, service desk support and data reporting. The Full Stack Web and Mobile Application Developer will play a key role in designing, developing, and maintaining user-friendly, accessible, and responsive websites and applications.
Reporting to the Vice President of Information Technology, the Developer will perform work in the following major areas:
Application Development
  • Participate in the planning, analysis, design, implementation, and maintenance of web and mobile applications, including the development of City Tech-specific systems.
  • Ensure websites and web applications are responsive, accessible, and optimized for performance across all browsers and devices.
  • Develop and maintain .NET-based web applications using ASP.NET Core, MVC, and Blazor to meet college needs.
  • Write and maintain clean, maintainable front-end code using HTML, CSS, JavaScript, and Bootstrap.
  • Convert standard web pages into responsive designs compatible across various platforms and browsers.
  • Implement and support Single Sign-On (SSO) authentication mechanisms, including SAML 2.0, LDAP, and OAuth protocols.

Technical Implementation & Support
  • Debug, test, and enhance existing websites and web applications.
  • Maintain and update current applications and systems, including third-party (vendor-provided) platforms.
  • Provide ongoing technical support for in-house and third-party software solutions.
  • Ensure all digital solutions comply with WCAG 2.2 Level AA and ADA Section 508 accessibility standards.
  • Collaborate with campus stakeholders to gather requirements and deliver appropriate technical solutions.
  • Perform system administration tasks, including monitoring performance and executing change control processes.

Web Design and Content Management
  • Design, develop, and maintain high-quality User Experience (UX) and User Interface (UI) for City Tech digital platforms.
  • Update and manage website content using a content management system (CMS).
  • Identify, flag, and refresh outdated or obsolete web content.
  • Enforce City Tech branding and style guidelines across all digital platforms.

Database Development
  • Design, implement, and maintain relational database systems to support .NET applications and data integrations.
  • Write and optimize complex SQL queries, stored procedures, views, and functions.
  • Perform database performance tuning, indexing, and optimization.
  • Ensure data integrity and compliance with database security and privacy standards.
  • Integrate databases with enterprise systems and third-party APIs.
  • Utilize tools such as SQL Server Management Studio (SSMS), SQL Profiler, and Entity Framework for development and troubleshooting.

IMPORTANT NOTE: Applicants must meet the minimum qualification requirements. In addition, individuals who are in a permanent IT Senior Associate title or who have applied for IT Senior Associate, exams #2085 or #2086, are encouraged to apply and will be considered.
MINIMUM QUALIFICATIONS
1. High School Diploma, G.E.D., or equivalent
2. An equivalent of ten years of experience post-high school that can be met by one of the following: ten years of full-time work experience in a computer or technology related position; an Associate's degree plus eight years of full-time work experience in a computer or technology-related position; or a Bachelor's degree from an accredited institution plus six years of full-time work experience in a computer or technology-related position
3. Demonstrated English Language proficiency
4. A Motor Vehicle Driver's license, valid in New York State, may be required for some, but not all positions.
This title has three levels. In addition to the minimum qualifications above, To qualify for Levels 2 and 3, additional qualifications, such as education, experience, or certification relevant to the area of specialization are required.
OTHER QUALIFICATIONS
In addition to the minimum qualifications, the following knowledge, skills, and abilities are preferred:
  • Experience developing web applications using .NET, C#, ASP.NET Core, MVC, and Blazor.
  • Strong working knowledge of MSSQL, MySQL, Oracle, Visual Studio, JavaScript, Angular, AJAX, XML, HTML5, and CSS3.
  • Familiarity with ITSM platforms such as ServiceNow, and learning management systems like Blackboard LMS, Brightspace LMS, DegreeWorks, and EAB Navigate.
  • Proficiency in Adobe Photoshop and Illustrator for web design and multimedia asset creation.
  • Strong skills in UI/UX design, including wireframing, prototyping, and usability testing.
  • Demonstrated ability to thoroughly test and debug application code across various platforms.
