Who You Are

Golden Queen Mining Company is seeking an experienced Project Manager to lead and deliver capital and operational projects supporting mine infrastructure and heap leach operations. This role is responsible for managing projects from planning through completion, ensuring they are delivered safely, on time, within budget, and in compliance with regulatory and environmental standards.  

This is a safety sensitive position. As the Project Manager you report to Mine Manager. 

What You Do

Recruit, develop, and manage the owner's project team to ensure strong technical and operational execution.

Define project scope, execution strategies, schedules, budgets, and project controls to meet cost and timeline objectives.

Oversee all phases of leach pad development, including engineering coordination, permitting, procurement, contractor management, construction oversight, and commissioning.

Create and roll out a RASCI matrix to define roles, responsibilities, and decision-making across project stakeholders.

Establish and maintain an Earned Value Management (EVM) framework to track performance against budget, forecast outcomes, and ensure cost and schedule discipline.

Work closely with internal groups (engineering, operations, environmental, procurement) and external partners (regulators, contractors, consultants) to ensure alignment and compliance.

Conduct routine site inspections, safety audits, and progress meetings to verify construction quality, safety performance, and adherence to design.

Identify project risks early, implement mitigation strategies, and drive timely resolution of technical, operational, and regulatory issues.

Implement operational readiness plan, including recruiting internal and external resources to operate projects.

What You Bring

Bachelor's degree in Civil Engineering, Mining Engineering, Construction Management or a related discipline.

Minimum 10 years of project management experience in mining or heavy civil construction, or equivalent, with at least 5 years in heap leach or tailings facility construction.

Strong familiarity with California environmental permitting processes and regulatory frameworks applicable to mining operations preferred.

Solid understanding of geosynthetic and natural liners, fluid containment systems, and heap leach operational principles.

PMP certification preferred.

Proficiency in project management tools (e.g., MS Project, Primavera P6, InEight) and Microsoft Office Suite
