We are seeking a Site Security Manager to lead the Naval Surface and Mine Warfighting Development Center Site Security Manager contract. This contract will provide security management support for the facility renovation activities taking place at the Naval Base San Diego. This is an on-site full-time position at the Naval Base San Diego, working Monday through Friday 0800-1600 (40 hours per week).

So, what will the Site Security Manager at Terrestris do?
The Site Security Manager will be a key personnel position for this contract, providing design oversight, planning, construction security and the construction security monitoring program, which shall include all aspects of physical, personnel, technical, and procedural security as required for supported secure projects to fully comply with ICD 705 and ensure successful accreditation of the secure facility. This position is contingent upon contract award.
What does a typical day look like for a Site Security Manager?
You will:
  • Develop SCIF/SAPF security documentation, accreditation packages, and construction security plans throughout the project lifecycle.
  • Coordinate with Government security officials to obtain approvals, resolve compliance issues, and support accreditation.
  • Review facility designs to verify compliance with ICD/ICS 705, DoDM, and TEMPEST security requirements.
  • Conduct security inspections, risk assessments, and compliance reviews to identify and document security deficiencies.
  • Implement and enforce construction site access controls, worker accountability, and unauthorized access prevention procedures.
  • Maintain accreditation records, security documentation, inspection logs, and final project security files.
  • Advise project teams on SCIF/SAPF construction security strategies, testing, policies, and regulatory compliance.

What qualifications do you look for?
You might be the professional we're looking for if you have:
  • A current Top Secret clearance is required.
  • Authorization to permanently work in the United States without sponsorship.
  • Bachelor's degree from an accredited university, preferably in a security or intelligence field.
  • At least ten (10) years of security experience specifically related to SCIF/SAPF construction, Intelligence Operations, Counter-Intelligence Operations, Counter-Surveillance Operations, Technical Surveillance Counter-Measures, Physical Security, or a combination of these experiences.
  • At least five (5) years of direct experience working on ICD-705 construction projects or working as a Physical Security Special Security Officer (SSO). Direct experience for the SSM means working at the project location as a CST, SSC, or SSM.
  • Familiarity with the sixteen (16) standard divisions of construction and must have knowledge of technical listening devices commonly used by foreign intelligence services.
  • Valid certificate for the successful completion of a Thirty-Two (32) Hour or greater Site Security Manager (SSM) Training Course.
  • Valid certificate for the successful completion of a Forty (40) Hour or greater CST (CST) Training Course.
  • Must have a good understanding of the ICD/ICS-705 as demonstrated by experience working on at least three (3) separate ICD-705 projects.
