Job description

Role: Senior Business Systems Analyst
Location: San Jose, CA (2 days onsite/3 days remote)
Duration: 9–10 months
Overview: The Client is seeking an experienced Senior Business Systems Analyst to support a major Integrated Justice System (IJS) modernization initiative within the Public Safety and Justice domain. The consultant will work closely with business stakeholders, developers, project teams, and Client resources to gather and document requirements, support system integrations and data exchanges, coordinate testing and operational readiness, and assist with data migration and user acceptance activities.

Key Responsibilities:

  • Gather, analyze, validate, and document business and technical requirements for the IJS project.
  • Develop comprehensive Business Requirements Documents (BRDs) and other business analysis documentation.
  • Work with stakeholders and developers to define interface specifications, interface designs, and data exchanges.
  • Support completion of system interfaces and perform data compliance reviews as required.
  • Validate technical requirements and ensure alignment between business needs and technical solutions.
  • Analyze application user interface requirements and system integrations.
  • Develop data migration plans, data mapping documents, and data validation processes.
  • Create User Acceptance Testing (UAT) scripts and support UAT execution.
  • Work with developers and project teams on application UI and interface testing.
  • Provide hands-on support to business analysts and stakeholders throughout UAT.
  • Support operational readiness reviews, including assigned project readiness activities.
  • Assist with training users and preparing the organization for IJS implementation.
  • Support assigned disaster recovery activities.
  • Provide knowledge transfer and documentation to County resources to support ongoing operations.
  • Mentor junior business analysts and provide guidance on business analysis practices.
  • Build strong relationships with stakeholders and influence business decisions through effective analysis and communication.


Required Qualifications & Skills:

  • 5+ years of experience as a Senior Business Systems Analyst on large-scale projects.
  • 10+ years of Public Safety and Justice domain experience working as a senior business analyst.
  • Strong business analysis experience with both Waterfall and Agile methodologies.
  • Strong ability to manage multiple tasks and priorities simultaneously.
  • Hands-on data analysis experience, including understanding analytical data and data fundamentals.
  • Proficiency with Microsoft SQL Server (MSSQL), including data extraction, query development, and data validation.
  • Strong experience with Microsoft Excel and Microsoft Power BI.
  • Demonstrated data migration experience.
  • Strong experience gathering and analyzing requirements for system integrations, interfaces, and data exchanges.
  • Strong technical security knowledge, particularly regarding compliance with criminal justice information system data.
  • Broad technical understanding of operating systems, applications, databases, networking, and security systems.
  • Excellent documentation, authoring, and diagramming skills.
  • Strong mentoring and leadership capabilities.
  • Excellent communication, presentation, relationship-building, and collaboration skills.
  • Strong problem-solving ability and the ability to influence and guide business stakeholders.


Preferred Qualifications:

  • Four-year college degree in Information Technology, or 10+ years of relevant business analysis experience within the Public Safety and Justice domain.
  • Business analysis certification such as: CBAP, CBDA, CPRE, BPA, AAC
