Job description

General Responsibilities:

  • Design and maintain the enterprise system architecture, ensuring compatibility and interoperability across applications, platforms, and cloud environments.
  • Develop system blueprints, technical standards, and configuration baselines to guide modernization, automation, and integration efforts.
  • Oversee system design reviews, data flow mapping, and infrastructure optimization to improve reliability, scalability, and performance.
  • Collaborate with GWRC’s business, cybersecurity, and data teams to align systems with organizational goals and compliance requirements.
  • Provide technical leadership in the planning, development, and implementation of IT systems, ensuring adherence to federal and agency standards.
  • Support process automation and reengineering by defining system interfaces, APIs, and integration logic that enable efficient data exchange.
  • Lead technology assessments and feasibility studies to recommend scalable tools, frameworks, and modernization strategies.
  • Embed security-by-design principles into system architecture and coordinate with the cybersecurity team on access control, encryption, and incident prevention.
  • Support data management and analytics integration, ensuring consistent architecture for reporting, dashboards, and AI/ML deployment.
  • Establish and maintain DevOps/CI-CD pipelines, configuration repositories, and environment management practices.
  • Contribute to change management and training activities by providing system documentation, architecture diagrams, and technical briefings.
  • Monitor system performance and coordinate with IT operations for continuous optimization and lifecycle management.

Minimum Qualifications:

  • Education: Bachelor’s or Master’s degree in Computer Science, Information Systems, Engineering, or a related discipline.
  • Experience:
    • 7–10 years of progressive experience in systems design, integration, or enterprise IT architecture.
    • Proven record of managing cross-platform infrastructure and modernization projects in government or enterprise settings.
    • Experience integrating automation, data analytics, and security controls into unified architectures.

Technical Expertise:

  • System Architecture & Integration: API-based integrations, microservices, SOA, and middleware frameworks.
  • Infrastructure Management: Windows/Linux servers, virtualization, networking, storage, and cloud infrastructure.
  • Cloud Platforms: AWS, Microsoft Azure, or Google Cloud Platform (GCP) architecture and deployment.
  • Automation Tools: ServiceNow, UiPath, Power Automate, or custom workflow orchestration systems.
  • Security Frameworks: NIST SP 800-53/171, FedRAMP, FISMA, and Zero Trust Architecture.
  • Data Management: Data lakes, ETL pipelines, SQL/NoSQL databases, BI integration (Power BI, Tableau).
  • DevOps & CI/CD: GitLab, Jenkins, Docker, Kubernetes, Terraform, or Ansible for automated deployment and environment consistency.

Preferred Certifications:

  • TOGAF (The Open Group Architecture Framework)
  • ITIL Foundation / Intermediate
  • AWS Certified Solutions Architect or Azure Solutions Architect Expert
  • CompTIA Security+, CISSP, or CISM (for cybersecurity alignment)
  • Lean Six Sigma (Mandatory)
  • PMP or Agile Scrum Master (for project coordination and delivery)
