Job description
The primary purpose of this position is to established specifically to provide development experience designed to broaden the skills and/or enhance the leadership perspective of an identified, high-potential manager/executive; it is not a continuing position and assignment duration is NTE 36 months.Qualifications:In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific General Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: meteorology, atmospheric science, or other natural science major that included:
- At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
- Six semester hours of atmospheric dynamics and thermodynamics*;
- Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
- Three semester hours of physical meteorology; and
- Two semester hours of remote sensing of the atmosphere and/or instrumentation.
- Six semester hours of physics, with at least one course that includes laboratory sessions.*
- Three semester hours of ordinary differential equations*.
- At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include Advanced working knowledge in the meteorology disciplines of physical and applied climatology, synoptic meteorology, dynamic meteorology, atmospheric physics, cloud physics, satellite meteorology, electro-optics, radiative transfer, aeronomy, ionospheric physics, aerodynamics, ionospheric physics, flight dynamics, FAA and military flight rules and regulations, application of allied disciplines such as systems analysis, database management, computer simulation, statistics, acquisition logistics, engineering disciplines, physics, and mathematics, and knowledge of weather requirements processes related to acquisition. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of diverse meteorological disciplines (including but not limited to climatology, radiative transfer, atmospheric dynamics, space environment, forecasting, and environmental modeling) to determine effects on emerging technologies and current/future weapon systems.
2. Knowledge of the DoD acquisition lifecycle and guidelines to include capability development and planning to integrate environmental requirements into the acquisition process, planning, and program documentation.
3. Knowledge of meteorological instrumentation, weather observing, and forecasting to identify operational support requirements for evolving systems.
4. Skill in using analytical tools and historical data to conduct high-confidence meteorological analyses and solve complex atmospheric problems.
5. Ability to communicate complex meteorological concepts to senior leaders, program managers, engineers, and multidisciplinary teams through briefings and reports.
6. Ability to provide expert consultation and professional advice to influence major contract decisions and policy for weapon systems design.
7. Ability to facilitate branch operations, manage project priorities, coordinate across diverse disciplines, and ensure adherence to security and safety protocols.
