The Opportunity:
The CIS program supports our intelligence customer deliver IT services to conduct its globally distributed operations. We are driving an exciting technological transformation of customer IT services by leading the design, development, implementation, and operation of cutting-edge solutions. This includes continuous service improvement through the modernization of IT system infrastructure.
CACI is looking for an experienced, innovative, and motivated Email Services Engineer to support the mission objectives and needs of the customer, the Defense Intelligence Agency. In this role, you will be the technical authority for designing and engineering enterprise-wide email and collaboration services that meet stringent Intelligence Community and customer requirements. You will translate mission needs and architectural objectives into secure, resilient, scalable messaging ecosystems built across on-premise, cloud, and Microsoft 365 platforms. You will guide modernization, conduct rigorous testing, and ensure seamless transition of engineered solutions into operations to maintain high-performance, compliant, and mission-ready communication services.
The position is contingent upon award of the DIA SITE III CIO Infrastructure Services (CIS) contract.
Responsibilities:
  • Analyze requirements, concepts of operations, and system architectures to create detailed messaging-infrastructure designs aligned with program vision and operational objectives.
  • Design efficient Microsoft Exchange and Outlook client architectures, retention and archiving strategies, and integration configurations.
  • Implement PKI and other multifactor authentication mechanisms for physical and web-based client access to backend messaging services.
  • Integrate classification markings, security controls, and audit capabilities into messaging systems to meet IC and DoDIIS requirements.
  • Maximize availability, resiliency, and reliability design parameters consistent with mission-driven message-delivery SLAs.
  • Implement audit, archiving, retention, automation, and storage policies for email and related content to ensure compliance with IC, DoDIIS, DoD, and Federal regulations, and support collaboration workflows including Tableau and Power Apps.
  • Document, accredit, and authorize new systems, applications, and major upgrades through the RMF process for testing and operational use.
  • Coordinate with Engineering teams on storage and data solutions supporting SharePoint-hosted content.
  • Implement claims-based and PKI-driven authentication with role-based access controls to meet mission security requirements.
  • Support on-premise, cloud-based, and Microsoft 365 platform-as-a-service designs, integrations, and deployments for SharePoint and related collaboration services.
  • Provide guidance on migration strategies and the evolution of SharePoint-based knowledge-management platforms integrated with messaging ecosystems.
  • Collaborate with Operations teams and Government stakeholders to refine requirements and ensure availability, reliability, resiliency, and operability of email and collaboration services.
  • Research optimal design approaches and conduct Analyses of Alternatives to support informed decisions on technologies, feasibility studies, and proofs of concept.
  • Incorporate capacity, performance, and service-level metrics into email-service designs to optimize user experience and infrastructure utilization.
  • Produce engineering and design artifacts, test cases, training materials, and supporting documentation-including CONOPS-while working independently or providing guidance to small teams.
  • Investigate emerging messaging and collaboration technologies, evaluate integration benefits, and conduct objective tradeoff analyses as part of Continual Service Improvement and innovation initiatives.
  • Utilize Lab facilities to experiment, validate feasibility, and assess design and technology options for secure email architectures.
  • Develop unit and system-level test cases and scripts, ensuring thorough coverage and positive validation outcomes prior to deployment.
  • Support the transition of engineered email solutions to Operations through acceptance testing, Blue/Green fielding, and early-production rollouts.
  • Provide advanced troubleshooting, repair, and optimization for messaging components, including those integrated with Virtual Desktop Infrastructure as applicable.
  • Develop strategies covering planning, vendor evaluation, procurement, implementation, governance, compliance, and risk management.
  • Support the full engineering-to-operations transition lifecycle to ensure sustained performance of messaging ecosystems.

Qualifications:
Required:
  • Must hold a current Top Secret SCI clearance with ability to obtain poly prior to start
  • DOD 8140 Certification applicable to role (minimum Security+)
  • HS and 16+ years of experience, an AA and 14+ years of experience, BS/BA and 12+ years of experience, MS/MA and 10+ years of experience, or PhD and 8+ years of experience
  • Minimum 4 years of hands-on experience designing, integrating, validating, and implementing IT hardware and software solutions
  • Microsoft-certified Windows Server Hybrid Administrator Associate
  • Willingness to learn new skills and new technologies

Desired:
  • Degree in Science, Technology, Engineering, or Mathematics
  • Familiarity with IC ITE services and classified environments
  • ITIL 4 Foundation Certification (or higher)

The proposed salary range for this position is:
