EXECUTIVE DIRECTOR

Position Summary

Medical Rescue Team South Authority seeks an accomplished, mission-driven Executive Director to serve as the organization's chief executive and senior administrative leader. Reporting directly to the Board of Directors, the Executive Director is responsible for the strategic, financial, and administrative leadership of MRTSA and for ensuring that the organization has the people, resources, systems, partnerships, and governance support needed to deliver reliable, high-quality emergency medical services to the communities it serves.

The Executive Director oversees organizational planning, finance and budgeting, human resources and labor relations, Board support, vendor and contract administration, process improvement, and community and stakeholder relations. The Executive Director works in close partnership with other MRTSA leaders to align operational performance, workforce strategy, and fiscal stewardship with MRTSA's mission and long-term sustainability.

Core Responsibilities

  • Serve as the chief executive officer of MRTSA and principal administrative partner to the Board of Directors.
  • Lead strategic planning and annual organizational goal setting; translate Board direction into executable plans, priorities, and performance expectations.
  • Prepare and present annual operating and capital budgets, multi-year forecasts, and regular financial reports to the Board; monitor revenues, expenses, cash position, capital needs, and budget-to-actual performance.
  • Oversee financial administration, including internal controls, audit support, procurement, contract administration, vendor oversight, and coordination with billing, legal, accounting, technology, and other third-party partners.
  • Partner with operational leadership to establish and monitor service, workforce, safety, quality, and financial performance metrics; use data to identify risks, improve processes, and strengthen organizational performance.
  • Lead human resources administration for the organization, including staff supervision, performance management, investigations, policy administration, and labor relations, and support collective bargaining, grievance processes, and discipline consistent with law, policy, and the applicable CBA.
  • Build and maintain strong working relationships with the Board, partner municipalities, hospitals, county and regional EMS/public-safety partners, regulators, vendors, and community stakeholders.
  • Support sustainable revenue and organizational resilience through reimbursement oversight, grant development and administration, membership/subscription growth, municipal and community partnership development, and other mission-aligned funding opportunities.
  • Ensure MRTSA policies, procedures, and administrative practices are current, well-documented, compliant, and operationally effective.
  • Represent MRTSA professionally at meetings, public events, and interagency forums.

Required Qualifications

  • Bachelor's degree in business administration, public administration, healthcare administration, finance, management, or a related field. Significant EMS Leadership Experience may be substituted for degree qualifications by the search committee.
  • At least five to ten years of progressive leadership experience in EMS, healthcare, public safety, municipal government, nonprofit management, or another complex 24/7 service environment.
  • Demonstrated success in budget development, financial reporting, forecasting, and executive-level decision support.
  • Experience leading staff, supervising managers, and navigating employee relations in a unionized or similarly regulated environment.
  • Experience working directly with a governing board, committee structure, or elected/public-sector stakeholders.
  • Experience managing vendors, contracts, and cross-functional organizational operations.
  • Excellent written, verbal, and interpersonal communication skills, including the ability to present clearly to the Board and external stakeholders.
  • Valid Pennsylvania driver's license, or the ability to obtain one within a defined period after hire.

Preferred Qualifications

  • Master's degree such as an MBA, MPA, or MHA.
  • Familiarity with Pennsylvania EMS, ambulance reimbursement and billing, municipal authorities, public-safety partnerships, and grant administration.
  • Experience leading organizational change, process improvement, workforce stabilization, and culture-building initiatives.
  • Prior experience in a mission-driven healthcare or public-service organization with multiple revenue sources and capital-planning needs.

Compensation:

$125,000.00 to $140,000.00 dependent upon qualifications and experience
