ProSidian Seeks a Physician Advisor in CONUS/OCONUS - Joint Base San Antonio (JBSA-Sam Houston) to support an engagement for United States Federal Govt. that is concerned with the United States' policies regarding the U.S. Army Medical Command (MEDCOM) and Clinical Practice Guidelines (CPG's)

The ProSidian Engagement Team Members work to facilitate the development of VA/DoD Clinical Practice Guideline Toolkits for the support and implementation of the VA/DoD Clinical Practice Guidelines (CPGs) recommendations for care and service on the management of various selected health conditions used within the Department of Veteran Affairs (VA) and Department of Defense (DoD). Approximately five VA/DOD CPGs are developed and published each year. Each VA/DOD CPG requires one Toolkit which contains approximately five tools which results in approximately 25 tools produced per each contractual year.  This contract request is to provide a subject matter expert for the facilitation and support required to reach working group consensus in determining the appropriate data for use in the development of approximately 25 tools per year in the associated five toolkit conferences per year. 

Medical Facilitator Support Specialist/ Visio Proficient  Candidates shall work to support requirements for Program Support and primary role is to provide Reproduction of VA/DOD CPG Toolkit materials for use during the Toolkit conference. Research of the existing Toolkits or other tools in use to support the recommendations and evidence unique to the issue addressed by the individual VA/DOD CPG. Assist the Government with research to identify Subject Matter Experts in the matter addressed by each specific VA/DOD CPG, and recommend inclusion in the Toolkit Development Conference. Develop a sample Toolkit for discussion and consideration during the Toolkit Development conference.  Sample Toolkits include digital formats as well as a sample hard copy/printed copy. Sample Toolkits contain multi-media provider tools for decision support such as brochures, pocket cards, reference cards, posters, booklets, books, videos, system tools such as websites and links to information. Patient tools include patient information delivery products such as pamphlets, brochures, books, booklets, videos, wallet cards, or other information delivery products. Create a website or link to a website, and post the sample Toolkit to the link or website. Provide the website or link to SMEs to allow for collaboration and approval of toolkit materials/products.  Coordinate travel.  Kick off the conference. Present a slide presentation inclusive of an overview of the diagnosis or injury that is the subject of the VA/DOD CPG, and a detailed overview of the VA/DOD CPG, including the VA/DOD CPG algorithm(s). Develop the agenda and provide printouts of the agenda and any other appropriate handout information (one copy per each person attending). Products presented at conference shall be approved by COR and Chief, EBP prior to conference presentation. Pre- and Post-Conference Email Communication. Concurrent with the telephonic consultations, and between the CPG and Toolkit development conference, the subject matter experts communicate via email.

The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with the Contractor Inspection Requirements (CIR). The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's quality control program is the means by which the contractor assures their work complies with the requirement of the contract. The Contractor shall develop and deliver via email a Quality Control Plan (QCP) to the Contracting Officer (KO) and Contracting Officer's Representative (COR).

. Experience in facilitating MEDCOM or Veterans Affairs meetings including telephonic, video teleconference, and email coordination (e.g. Outlook calendar invites). b. Experience in providing educational evidence based clinical practice guidelines support tools (i.e. familiar with clinical practice guidelines websites, examples of provider or patient educational materials produced by the Offeror). Experience with military medicine policies, processes and guidelines for providing clinical care (i.e. familiar with process of providing care with the Department of Defense or Veterans Affairs).

. Experience with interactive information technologies to provide educational materials for patients or providers. Must be able to demonstrate understanding of the program by addressing the execution of the tasks  Must have the ability to produce: digital products meeting current VA/DoD information security compliance (to include 508 compliance) while providing print specifications for a physical copy of the product; print materials (i.e. posters, pamphlets, brochures, books); and, video (i.e. educational videos showing how to perform tasks supporting patient self-care).

Demonstrate relevant experience in facilitating MEDCOM or Veterans Affairs meetings including telephonic, video teleconference, and email coordination (e.g. Outlook calendar invites). b. Demonstrate relevant experience in providing educational evidence based clinical practice guidelines support tools (i.e. familiar with clinical practice guidelines websites, examples of provider or patient educational materials produced by the Offeror).  c. Demonstrate relevant experience with military medicine policies, processes and guidelines for providing clinical care (i.e. familiar with process of providing care with the Department of Defense or Veterans Affairs).

  • Individual must be able to perform the following:
  • Prepares, edits, and finalizes literature for brochures, regulatory documents and related clinical documents, such as presentations, and manuscripts 
  •  Participates in strategic communication planning, including development of strategic medical communication plans
  •  Works closely with the Army physicians team to ensure that results and messages in clinical documents accurately reflect the data in TFLs and other information sources.
  •  Participates in scheduled document-related meetings including the preparation of pre-meeting agenda, key data points for discussion, and post-meeting minutes
  • Collaborates with clinicians, and manages the document creation process to ensure inclusion 
  •  Works closely with the VA/DOD Team to reach consensus on timelines for deliverables
  •  Completes documents according to agreed-upon timelines and follows up with the physician team as needed to meet internal and external timeline commitments
  •  Ensures that appropriate documented quality control (QC) checks are performed on medical writing deliverables, responds to findings, and recommends quality process improvements

Qualifications

The Medical Facilitator Support Specialist/ Visio Proficient  shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Must have a thorough knowledge of Medical Terminology with demonstrated ability to interpret and apply these terminology to document writing

  •  Ability to work independently with minimal supervision, multi-task, and work effectively under pressure; adapt to change as needed; possess excellent project management skills; attentive to details
  •  Ability to communicate with teams to set realistic timeline expectations; demonstrated ability to deliver within agreed internal and regulatory timelines; monitor and communicate progress against milestones; escalate complex issues appropriately.
  •  Excellent interpersonal, active listening, and influencing skills; establishes and maintains professional and productive working relationships with team members
  •  Ability to utilize a balanced approach to problems, using flexibility and persistence as appropriate
  •  Read, write and speak fluent English; excellent verbal and written communication skills
  • Bachelor degree or equivalent in medical-related field or life science. Post-graduate degree preferred.
  • +5 years of relevant medical writing experience
  •  Broad experience managing the medical writing responsibilities associated with multiple studies at various stages
  •  Experience in interacting with cross functional study team members
  •  Experience  with VISIO, MS Word, and PowerPoint.

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.  LOCATION:  Work shall be conducted at the CONUS/OCONUS - Joint Base San Antonio (JBSA-Sam Houston)
