Job description

Responsible for the day-to-day management of the corporate treasury function, including the development and execution of the corporation's overall financing strategy for a debt portfolio exceeding $3.5 billion, with an anticipated capital program requiring approximately $900 million of new financing annually over the next five years. Directs debt issuance across Rural Utilities Service (RUS) and Federal Financing Bank (FFB) programs, cooperative lenders, commercial bank facilities, and private placements with institutional investors, and serves as a primary point of contact for lenders, investors, and the three major credit rating agencies in support of a strong investment-grade credit rating. Also oversees corporate cash flow, liquidity, investments, and debt management functions. Manages a team of 4 to 5 associates.
Education: BS/BA in Finance, Accounting, Business or related field; MBA preferred.
Experience: Ten years with Bachelors Degree in Accounting, Finance or related field (five years with MBA). Demonstrated experience executing debt issuances and managing lender, investor, and/or rating agency relationships. Utility, cooperative, or other capital-intensive, regulated-industry experience strongly preferred; direct experience with RUS/FFB or comparable federal financing programs is a significant plus.
Equivalent Experience: At least fifteen years experience in an area of responsibility in Finance or related field.
Licenses, Certifications and/or Registrations: Chartered Financial Analyst (CFA), Certified Public Accountant (CPA), or Certified Treasury Professional (CTP) preferred.
Specialized Skills (e.g., typing, computers, software, tools and equipment uses, etc.): Excellent communication, interpersonal, and organizational skills, including the ability to present to executives, lenders, investors, and rating agencies; proficient PC skills with treasury workstation experience a plus; strong financial analytical and modeling skills; working knowledge of credit rating methodologies and RUS/federal financing and covenant requirements; and a high level of expertise in dealing with financial markets, investments and debt instruments.
