The Facilities Project Manager serves as the Contractor’s authorized representative with full authority to manage all aspects of contract performance. This role is responsible for planning, executing, and overseeing facility operations, maintenance, and project activities across building systems including HVAC, electrical, plumbing, fire/life safety, controls, and structural components. The position ensures all work is performed safely, on schedule, within budget, and in compliance with contract requirements, applicable codes, and industry best practices.

Responsibilities:

  • Act with full authority on behalf of the Contractor in all contracts matters for the duration of the contract
  • Exercise financial oversight, including budgeting, cost control, and approval of expenditures
  • Serve as the primary point of contact for the Government; accept inspection reports, deficiency notices, deductions, and all contractual correspondence
  • Plan, coordinate, and manage all facility operations, maintenance, and project execution activities
  • Oversee performance of building systems including HVAC, electrical distribution, plumbing, fire protection, BAS/DDC controls, and structural elements
  • Ensure compliance with all applicable regulations and standards, including OSHA, NFPA, and other governing codes and AHJ requirements
  • Develop and manage preventive maintenance (PM) programs and ensure execution through CMMS platforms (e.g., Maximo)
  • Implement and enforce quality control (QC) programs, ensuring all work meets contract standards and passes Government QA/QC inspections
  • Manage subcontractors and vendors, ensuring adherence to scope, safety, and performance requirements
  • Lead safety programs, enforce best practices, and develop Job Hazard Analyses (JHAs)
  • Monitor KPIs, track performance metrics, and provide regular reporting to stakeholders
  • Manage change control, risk mitigation, and corrective action processes.


Requirements:
  • Minimum of five (5) years of recent (within the past seven years) experience managing and supervising building mechanical operations and maintenance for facilities of similar size, complexity, and function. Full MEP scope management, including specific facility equipment registration.
  • Demonstrated experience managing facility maintenance or construction projects

Qualifications:

  • 5+ years of experience managing facility maintenance, operations, or construction projects (federal experience preferred)
  • Strong technical knowledge of MEP systems and building automation/controls
  • Proven experience developing and managing preventive maintenance programs for industrial or commercial equipment
  • Experience with CMMS platforms, specifically IBM Maximo (version 9.1 or higher preferred), and supporting tools such as Excel and project management software
  • Familiarity with federal contracts, Performance Work Statements (PWS), and compliance frameworks
  • Proven experience implementing quality control programs, tracking deficiencies, and managing corrective actions
  • Demonstrated ability to lead and manage comprehensive safety programs and foster a strong safety culture

Certifications/Licenses:

  • Industry certifications such as BOMA or IFMA are highly desired

Security Requirements:

  • Must be willing to engage in background investigation and meet a favorable suitability determination and issuance of a Personal Identity Verification (PIV) card in accordance with HSPD-12

Physical demands:

Position may endure prolonged periods of standing, kneeling, crouching, sitting, work at heights with prolonged periods on ladders, walking and consistently lift between 25-30lbs.
