Summary

The Program Manager – Utility Services is responsible for managing utility infrastructure maintenance, inspection, repair, and audit programs from planning through execution and closeout. This role oversees client relationships, field operations, schedules, budgets, subcontractors, reporting, safety, quality, invoicing, and contract compliance across assigned programs. This position will be based out of our Boston, MA headquarters.

Responsibilities
  • Manage electrical & utility infrastructure maintenance projects, including pole test & treat, overhead & underground inspections, repairs, audits, and related field services.
  • Support program development, including training materials, standard operating procedures, work methods, and procedural documentation.
  • Foster and maintain strong customer relationships while managing contract requirements, budgets, schedules, goals, internal resources, subcontractors, and vendors.
  • Track project financial performance, including revenue targets, labor, subcontractor costs, materials, invoicing, receivables, change orders, and margin performance.
  • Manage cross-functional teams of professional, technical, field, managerial, and subcontracted resources through successful project completion.
  • Coordinate project activities including engineering support, permitting, pre-deployment meetings, client meetings, scope management, deliverables, material ordering, and closeout documentation.
  • Interpret contract documents, communicate scope requirements to project teams, and develop schedule, resource, and budget forecasts.
  • Promote safe work practices and support compliance with company policies, client requirements, OSHA standards, traffic control requirements, and applicable utility procedures.
  • Monitor project milestones, production goals, quality requirements, risks, and client deliverables.
  • Prepare and deliver internal and client-facing reports related to production, schedule, budget, quality, safety, invoicing, and open issues.
  • Ensure timely and accurate invoicing and monitor receivables for assigned projects.
  • Perform other related duties as required to support successful program delivery.
  • Support storm-response events as-needed
  • All other tasks as assigned by management.

  • Ability to work in a fast-paced environment and manage multiple tasks with competing priorities.
  • Oral and written communication.
  • Strong attention to detail, organizational, planning, and follow-through.
  • Problem-solving skills with the ability to make sound decisions in a field operations environment.
  • Ability to build relationships with clients, internal teams, subcontractors, vendors, and field personnel.
Qualifications:
  • Bachelor’s degree in construction management, engineering, business, or related field preferred; equivalent utility, construction, or field operations experience will be considered.
  • 3+ years of construction, utility, field services, or infrastructure maintenance experience.
  • 3+ years of project management or program management experience.
  • Knowledge of utility inspection, maintenance, construction, or field service procedures.
  • Experience managing schedules, budgets, subcontractors, client communications, and project deliverables.
  • Proficiency in Microsoft Office Suite; experience with project management, scheduling, reporting, mapping, or utility work management systems preferred.
  • Ability to travel to project sites as needed.
  • Ability to work outdoors and visit active field environments, including during inclement weather.
  • Successful completion of pre-employment drug and alcohol screening and background check requirements.
