Job description
The primary purpose of this position is: to serve as a senior technical subject matter expert performing and directing the development of Intelligence analysis software, databases, and tools to enable the engineering design, analysis, and modeling & simulation of adversary systems involving threats from the Air, Integrated Air Defense Systems, Ballistic Missile, Cyber and/or Space/Counterspace domains.Qualifications:This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions for series 0854, 0855, 0830, 0861, 1550.

ENGINEER
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

COMPUTER SCIENCE
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional knowledge of advanced multidisciplinary engineering and computer science concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, research, execution, and advisory services. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Professional knowledge of inter-disciplinary engineering (such as electronics, electrical, computer, aerospace, or mechanical disciplines, mathematics, computer science, or closely related fields) and computer science concepts, principles, standards, methods, techniques, practices, and procedures to effectively apply engineering and computer science theories, principles, and concepts to intelligence analysis application development to enable the engineering design, analysis, and modeling & simulation (M&S) of threat systems.
- Professional knowledge of principles, concepts, and methodologies of all-source scientific and technical intelligence (S&TI) analysis, software development, modeling and simulation, and the Defense Intelligence Analysis Program (DIAP).
- Expanded knowledge of the mission, role, function, organizational structure, and operation of the DoD, Air Force, and Intelligence Community; and their communication and information infrastructures and organizations.
- Skill and ability to gather and analyze a variety of program information, make sound judgments concerning task progress and effectively communicate, including the presentation of technical problems and results in a logical and concise manner; skill and ability to apply practical thinking skills, attention to detail, balanced decision making, conceptual thinking, consistency, goal directedness, problem and situation analysis, reliability, and theoretical problem solving, emotional control, handling stress, initiative, job ethics, meeting standards, listening skills, personal accountability, commitment, and drive.
- Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to plan and organize work, and consult effectively with co-workers and peers.
- Ability to collaborate and effectively work within a group setting, maintain effective working relationships with a variety of technical representatives, peers, and government contractors; and skill in presenting technical findings and evaluations clearly, logically and concisely in a variety of verbal, written and graphical formats.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Work may occasionally require travel away from the normal duty station.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- Recall to duty may be a requirement of this position.
- Overtime and emergency overtime may be required.
- Work is normally performed in a regular office setting. Work is mostly sedentary and may require long periods of time working at a desk or computer terminal. Other physical activities may include standing to deliver briefings, bending to file and climbing stairs. The entire facility is handicap accessible. Incumbent may be required to travel outside NASIC to attend training, meetings, workshops or seminars in order to teach, receive or exchange information in their area of expertise. In doing so, incumbent may be required to travel locally, within or outside the country.
- A bachelor's degree in engineering or computer science from an ABET-accredited (for engineering) institution is required. An advanced degree in engineering/computer science is preferred.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
