Job description

The Air Force Civilian Service (AFCS) is looking for an Operations Research Analyst-GS-1515-11 target 13 to work at SAF/SA, Pentagon, Arlington, VA.
This is an interdisciplinary position and may be filled and classified to the series represented by the candidate that meets the qualifications of one of the listed series. Operations Research Analyst-GS-1515-11 target 13 or Computer Scientist-GS-1550-11 target 13.
This position may be filled at the GS-11, 12, or 13 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed..
The primary purpose of this position is to serve in a career progression position, in the application of Operations Research and Computer Science performing professional and scientific work requiring systematic, critical, intensive investigation into a subject in order to develop the principles, criteria, methods, and data to be used in support of projects or problem solving studies.
The ideal candidate at the GS11-13 level would have strong technical skills (coding, statistics, optimization, etc.) plus strong critical thinking or problem solving skills (typically found w/ mathematicians, engineers, etc.). Previous experience working for the DoW/DoD would be preferred, but at this grade level not a requirement. In general, our team seeks to apply data to answer complex questions asked at the GO/SES level and we've found success with candidates who are adaptable, have a wide set of technical skills, and can communicate well on a team.

Qualifications
U.S. Citizenship: Required.
A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely-related scientific discipline is highly desired. Advanced degree(s) are preferred.
Position is designated Special Sensitive and requires eligibility for access to TS/SCI.
Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position meets the professional exemption for the Fair Labor Standards Act (5 CFR 551.206).
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
Knowledge of a wide range of principles, concepts, and practices of Computer Science and Operations Research to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures.
Knowledge of mathematics, analysis, and computer science to perform studies and prepare reports, documentation, and correspondence to communicate recommendations/conclusions clearly.
Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply computer based models to resolve problems or define and clarify alternative solutions.
Ability to analyze, interpret, and apply basic research procedures in a variety of situations and recommend
solutions to senior analysts.
Ability to analyze problems to identify significant factors and fundamental relationships, gather pertinent data, and recognize solutions. Ability to plan and organize work, and confer with co-workers effectively.
Duties:
Working under the guidance of senior analyst(s), applies a range of analytical, mathematical, computer and/or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies
Compiles, organizes, and analyzes data/information to find solutions to problems requiring the use of a broad range of established operations research and computer methods and techniques.
Participates in special initiatives, studies, and projects. Attends meetings, conferences, briefings, and seminars related to program planning.
Keeps abreast of emerging technologies and professional development to remain current in the field and for application to work assignments.
