Job description

Construction Manager

CLASS SUMMARY:

Manages and oversees the construction of capital improvement projects to ensure compliance with all local, state and federal regulations. Consistently communicates accurate information to residents and other stakeholders to inform upcoming project tasks that may be impactful. Projects may include the installation of water and sanitary mains, drainage systems, sidewalks and roadway construction. Position is funded from capital improvement proceeds and may not be extended beyond the funding allocated for capital improvements.


TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)1.Manages and oversees various construction projects in the field, including field inspections of civil construction workmanship and/or materials; reviews construction plan documents; and enforces all applicable codes, laws, and regulations.2.Enters data into computer systems in the field to produce accurate construction records and prepares daily/weekly/monthly progress reports for administration and record-keeping.3.Identifies and assists in resolving compliance issues related to capital improvement projects; monitors testing lab contracts and activities for materials testing including, but not limited to concrete, asphalt, embedment/backfill of underground utilities.4.Coordinates with internal and/or external departments, personnel, and agencies, including the public and contractors; leads construction meetings to facilitate department operations; work may involve providing technical and general information and assistance to the public, contractors, and relevant stakeholders; and addresses and resolves complaints. 5.Prepares, maintains, compiles, and/or reports, records, updates, files, and other documentation; and maintains and/or updates applicable databases and systems to ensure timely and accurate documentation while in the field. 6.Processes and oversees resident and stakeholder issues related to capital improvement projects including complaints, inquiries, project schedule, and other related issues while in the field.7.Performs other duties as assigned

TRAINING AND EXPERIENCE:

High School Diploma or GED and five (5) years of experience in public sector construction and capital improvement projects; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.


LICENSING REQUIREMENTS:

Valid Texas driver's license.

Preference will be given to candidates that have earned the designation Certified Public Infrastructure Inspector (CPII) or similar through the American Public Works Association.


KNOWLEDGE:

  • Civil construction

PHYSICAL REQUIREMENTS:

Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Heavy Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of forces constantly to move objects.

Incumbents may be exposed to hazardous physical conditions, such as, mechanical parts, electrical currents, and vibrations; atmospheric conditions, such as fumes, odors, gases, and poor ventilation; hazardous materials, such as chemicals, blood, and other bodily fluids; extreme temperatures; inadequate lighting; work space-related movement restrictions; intense noise; and other environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments.
