Job description

Technical Program Manager

The Technical Program Manager will help us solve the nation's most pressing telecommunications challenges by supporting the National Telecommunications and Information Administration (NTIA) Institute for Telecommunication Sciences (ITS) with management of research programs that tackle complex telecommunications engineering challenges.

Compensation & Benefits:

Estimated Starting Salary Range for Technical Program Manager: $143,000 to $153,000 

Pay commensurate with experience.

Full time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided.  Benefits are subject to change with or without notice.

Technical Program Manager Responsibilities Include: 

  • Oversee all non-technical aspects of the program, including staffing, coordination, acquisition, financials, agreements, and reporting.
  • Collaborate with principal investigators to define program strategy, develop statements of work, and plan/execute project tasks.
  • Support procurement planning, preparation, and monitoring with team and acquisition staff.
  • Report program and financial status to leadership and stakeholders.
  • Edit and coordinate technical reports and publications with investigators and publications staff.
  • Organize internal/external meetings: scheduling, materials, agendas, notes, and action tracking.
  • Coordinate sponsor/vendor site visits, equipment installations, and facility/resource logistics.
  • Manage budgets, resource allocations, and cost tracking to ensure compliance with program parameters. 
  • Performs other job-related duties as assigned.

Technical Program Manager Experience, Education, Skills, Abilities requested: 

  • BS in a technical/engineering field; AND
    • Masters in Engineering Management, Program Management, or MBA; OR
    • PMP certification
  • 6-10 years project/program management experience.
  • Preference will be given to candidates with an educational background in Electrical/Electronics Engineering, Physics, or Computer Science. 
  • Experience with project/program management in a highly technical/R&D environment.
  • Experience with Agile and Waterfall management methodologies.
  • Experience with Work Breakdown Structures.
  • Experience managing project/program budgets and cost allocation.
  • Experience with Earned Value Management (EVM).
  • Excellent public speaking and presentation skills.
  • Intermediate Skills with MS Word, MS Excel, and MS PowerPoint.
  • Extensive experience with program management software like Jira and/or MS Project.
  • Must pass pre-employment qualifications of Cherokee Federal.
