Job Advertisement: Enterprise IT Senior Programs and Policy Advisor
About the Opportunity:
SAIC is seeking a highly experienced Enterprise IT Senior Programs and Policy Advisor to support AF/A2 CIO, AFRL, and CDO staff and leadership. This expert will help ensure the ISRDI baseline is captured and presented accurately for both the Military Intelligence Program budget and the National Intelligence Program budget. This position interfaces with HAF, Congressional, and other key stakeholders to advise them both on current program requirements and required growth due to cybersecurity, customer scaling, and modernization needs from the lab.
Responsibilities:
  • Analysis of plans, programs and budgets at the data, program and integrated enterprise levels.
  • Analysis of policy and guidance for applicability and consistency.
  • Strategic problem solver, able to dissect requirements and propose programmatic and policy approaches (processes) for success, considering known constraints (Program and Enterprise Oversight support).
  • Timely, quality responses to short turn and long term demands for high quality products in a fast-paced environment.
  • Consistently takes initiative and able to operate from general mission guidance to maintain alignment with commanders' intent.
  • Staff work (writing, editing, coordination, adjudication; meeting planning/ management/ follow-up).
  • Program analysis and program engineering support:

o Assist government with enterprise planning, strategy, architecture and governance
o Technical program analysis support for contracting, administration, program management and reporting activities
o Provide subject matter expertise in support of on-going and new programs to include contributing to reviews, site visits, demonstrations and other events
Qualifications
Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience
  • Air Force or Intelligence Community Communications Expertise: Experience with relevant program and headquarters experience on associated communication programs and policies. Deep understanding of:
    • PPBE
    • Portfolio Management (technical and program oversight)
    • Logical problem solving
    • Strategic analytic thought
  • Experience Level:
    • Experience at implementation, academic, and the various oversight levels.
    • Experience in staff environments (knowing how to use processes to meet objectives), having the context to interpret both organizational positions and underlying implications of policies and actions; being comfortable assessing (vice doing the technical, operational and tactical activities)
    • Engineering or technical degree(s) which mature problem solving and analytic approaches
  • Certifications: Preferential toward PMP and IT/Cyber certifications.
  • Self-Starter with Strong Analytical Skills: Ability to work independently, exercise sound judgment, and proactively identify and address emerging challenges.
  • Primary software/system environments: JIRA/Confluence, Microsoft products, XACTA, ETMS (TMT), Service Now
  • Clearance: TS/SCI is mandatory
  • Work Location: Pentagon (on site SCIF)
