Main Purpose of Job
The Regulatory and Compliance Engineer\r\n(RCE) Senior position within the Stormwater, Dam Safety, and Flood\r\nManagement Program of the Water and Science Administration is responsible for ensuring the successful\r\nimplementation of Maryland's stormwater management and erosion and sediment\r\ncontrol programs and serves as a subject matter expert. The incumbent will\r\nutilize advanced proficiency in design principles and construction standards to\r\nensure effective implementation of urban runoff control practices, evaluate\r\nstatewide design standards, guidelines, and regulations, and develop\r\nrecommendations for improvement.\r\n\r\nDaily work requires knowledge of relevant laws\r\nand regulations under the Environment Article, the Code of Maryland\r\nRegulations, the Clean Water Act, and the Code of Federal Regulations\r\npertaining to stormwater, erosion, sediment control, and municipal separate\r\nstorm sewer system permits. Responsibilities include performing field\r\ninspections, providing technical assistance to stakeholders, and developing\r\nreports for compliance and enforcement of runoff control laws and regulations.\r\nThis oversight directly supports Maryland's goals of protecting and restoring\r\nMaryland's streams, rivers, and Chesapeake Bay.\r\n\r\n\r\n
POSITION DUTIES
The RCE Senior duties\r\nconsist of, but are not limited to:\r\nProviding stormwater\r\nmanagement and erosion and sediment control engineering expertise to the\r\nSediment, Stormwater, and Dam Safety Program and Division.\r\nManaging\r\nMDE's implementation of the NPDES municipal, State, and federal stormwater\r\npermit program in specific areas of the State to ensure federal Clean Water Act\r\n(CWA) compliance.\r\nPerforming\r\nfield and office evaluations of Maryland's local erosion and sediment control\r\nprograms.\r\nProviding\r\npublic education and outreach regarding stormwater design, BMP implementation,\r\nand NPDES program effectiveness.\r\nEnsuring\r\nunderstanding of the Administration's Climate Policy and Environmental Justice\r\nPolicy.\r\n
MINIMUM QUALIFICATIONS
Applicants must satisfy the minimum qualifications to be considered for this position and move forward in the hiring process. Please read all requirements before applying.\r\nEducation: A Bachelor's degree in engineering\r\nor architecture from an accredited college or university.\r\nExperience: Three years of engineering or architectural\r\nexperience in pollution control, waste remediation, resource conservation,\r\nenvironmental protection, or public health and safety to ensure regulatory or\r\nquality compliance with engineering/architectural standards, practices,\r\nprinciples and methods.\r\nNotes:\r\n1. Candidates may substitute the possession of a\r\nBachelor's degree from an accredited college or university with\r\nat least 20 credit hours\r\nin engineering and two years performing engineering architectural work in\r\npollution control, waste remediation, resource conservation, environmental\r\nprotection, public health and safety or related areas for the required\r\neducation.\r\n2. Candidates may substitute the possession of a Master's\r\ndegree in engineering or architecture from an accredited college or university\r\nfor up to one year of the required experience.\r\n3. Candidates may substitute the possession of a\r\ncurrent Professional Engineer or Professional Architect registration in the\r\nState of Maryland or in a state with comparable requirements for the required\r\neducation and one year of the required experience.\r\n4. Candidates may substitute U.S. Armed Forces\r\nmilitary service experience as a commissioned officer in Engineering and\r\nArchitecture classifications or Engineering and Architecture specialty codes in\r\nthe Environmental field of work on a year-for-year basis for the required\r\nexperience and education.\r\n\r\n\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Please note that your answers to the supplemental questionnaire must correspond to the information provided on your application to receive credit.\r\nIt is preferred that the\r\nselected candidate has the following: \r\nAt least five (5) years of experience reviewing or\r\ndesigning stormwater management plans.\r\nAt least five (5) years of experience inspecting stormwater\r\nmanagement and erosion and sediment control practices in the field.\r\nExperience giving presentations and training or mentoring\r\nin stormwater management and erosion and sediment control implementation.\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n
