Job description

Summary
This is a detail opportunity open to Department of Navy permanent civilian employees in the competitive service currently at the ND-4 (GS-12/13 equivalency) pay band (or higher). The selectee will be placed on a temporary detail not to exceed 1 year.
The detailee for this position will serve as a SCIENTIST in the offices of Naval Undersea Warfare Center, Newport Division.

Duties
Help
  • You will perform tasks involving the research, design, operation, maintenance and development of systems and the equipment and/or components related to those systems.
  • You will apply and develop systems and sub-system requirements and specification documents; Developing and designing solutions to complex system problems.
  • You will lead and work with team members in identifying project risks and associated mitigation plans.
  • You will participate in and lead various Undersea Systems and Subsystems Integrated Product Team (IPTs) meetings.
  • You will review and analyze system requirement specifications and technical design review packages and providing subject matter expert comments and updates.
  • You will engage in system engineering efforts including cost and schedule as well as technical aspects.
  • You will work with and mentor team members in developing project risks and associated mitigation plans.
  • You will prepare proposals and budget estimates for new and existing tasks.
  • You will communicate with project schedule, status, and risks to technical and management personnel at all levels.

  • This is a Cyberspace Workforce position, work role code Systems Developer, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Detail cannot result in a promotion or permanent position without further competition.
Detailee will continue to be paid by the home command, and salary will be reimbursed.
This position may be subject to the priority Placement Program.
