Location: Austin, TX
Duration: 12+ Months

Position Overview

We are seeking an experienced Business Analyst 3 to support enterprise application development and system modernization initiatives. The successful candidate will analyze business systems and user needs, translate business requirements into functional and technical specifications, support solution implementation, and provide project and product oversight throughout the software development lifecycle.

The role requires strong experience in business process analysis, requirements management, system integration, testing, project coordination, risk management, and collaboration with technical teams, business stakeholders, and external vendors.

Key Responsibilities
  • Analyze and evaluate business systems, processes, and user requirements to identify opportunities for improvement.
  • Translate business needs into detailed functional requirements, system specifications, and process documentation.
  • Support business process reengineering and identify opportunities to leverage technology for improved business effectiveness.
  • Perform business process mapping, analysis, and reengineering activities.
  • Develop solution options and evaluate risks, costs, benefits, ROI, and buy-versus-build considerations.
  • Document user needs, program functions, business rules, and technical requirements required to develop or modify applications.
  • Coordinate with external vendors to complete projects and service requests, including defining, assigning, monitoring, and evaluating assigned work.
  • Develop and review project deliverables, including requirements documentation, traceability matrices, test cases, design specifications, and technical specifications.
  • Analyze systems, troubleshoot application and process-related issues, and support solution implementation.
  • Manage project scope, acceptance criteria, deployment activities, and related deliverables.
  • Monitor system integration activities and User Acceptance Testing (UAT).
  • Identify project risks, dependencies, challenges, and potential obstacles and develop mitigation strategies.
  • Analyze organizational policies, procedures, and standards and assess their impact on automated systems and functional areas.
  • Provide project and product oversight for application development and modernization initiatives.
  • Support documentation and delivery of application functionality across integrated projects and dependent initiatives.
  • Develop processes and documentation that promote consistency and alignment across integrated solutions.
  • Collaborate with business stakeholders, project teams, product teams, technical teams, and vendors to ensure successful delivery.

Required Qualifications
  • 8+ years of experience coordinating with external vendors to complete projects and service requests, including defining, assigning, monitoring, and evaluating vendor work.
  • 8+ years of experience developing and/or reviewing project artifacts, including:
    • Test cases
    • Requirements documentation
    • Requirements traceability
    • Design specifications
    • Technical specifications
  • 8+ years of experience analyzing systems, troubleshooting problems, and supporting solution implementations.
  • 8+ years of experience managing project scope, acceptance, deployment, system integration, and UAT.
  • 8+ years of experience identifying project risks and developing strategies to mitigate or avoid potential issues.
  • 8+ years of experience analyzing organizational policies, procedures, and standards and determining their impact on automated systems and functional areas.

Preferred Qualifications
  • 3+ years of experience using TFS/ADO (Team Foundation Server/Azure DevOps) to create, manage, and maintain requirements throughout the SDLC.
  • 3+ years of experience working in an Agile environment, preferably SAFe.
  • 3+ years of experience with Microsoft technologies and productivity tools, including Microsoft Office, SharePoint, and Copilot.
  • 3+ years of experience working with enterprise system components, including user interfaces, data layers, infrastructure, integrations, business rules engines, workflow orchestration, and cloud-based solutions.
  • Experience with healthcare business processes and large-scale healthcare information systems preferred.
  • Experience with Medicaid and/or CHIP systems preferred.
  • Experience maintaining portfolio/project management tools and supporting major information resource projects preferred.
