Health Analytics and Application Developer

Location

We currently have an opening for a Health Analytics and Application Developer to support Summit's work with the federal government. This position will sit at the intersection of health claims investigations, statistical analysis, and full-stack application development. The ideal candidate will bring skills in statistical sampling, modeling, and data analysis using SAS, Python, or R along with a commensurate background in web application development.

Our services in federal infrastructure finance, evidence-based program evaluation, program and business modernization, and enforcement analytics help make government effective and society just.

Primary Duties:

  • Develop, test, maintain, and enhance analytical tools and web-based applications used by federal staff
  • Support full-stack application development using modern frameworks and technologies
  • Participate in requirements gathering and translate user needs into technical specifications, business rules, application features, and testable acceptance criteria
  • Perform code reviews, debugging, unit testing, and quality assurance testing for analytical applications
  • Create and maintain technical documentation, user documentation, and development notes
  • Support deployment planning, application troubleshooting, user acceptance testing, and production monitoring
  • Work with structured datasets to support statistical sampling, data validation, and investigative analysis
  • Assist with casework requiring SAS, Python, R, or related statistical programming tools
  • Help design and implement reproducible workflows for data cleaning, analysis, and quality control
  • Collaborate with project managers, developers, analysts, and client stakeholders to prioritize work and deliver high-quality products
  • Support training, demonstrations, and user support for analytical tools and data products

Minimum Technical Requirements:

  • 5+ years professional experience in application development, data analytics, and statistical programming
  • Bachelor's degree in computer science, data science, statistics, mathematics, economics, information systems, engineering, or a related field
  • Experience reviewing/analyzing health claims data
  • Experience developing, testing, and maintaining web applications or analytical tools
  • Experience with app development technologies and languages, including React, JavaScript/TypeScript, Python, REST APIs, SQL, and relational databases
  • Experience using Git, GitHub, and GitLab
  • Experience writing/debugging/testing clean, well-documented, reproducible code
  • Experience developing or supporting software testing, QA/QC processes, unit testing, user acceptance testing, and code review workflows
  • Experience performing data cleaning, data validation, data analysis, and statistical programming in SAS, R, Python, SQL, or similar tools
  • U.S. citizenship and ability to obtain a public trust clearance

Preferred skills and experience:

  • Experience working with health claims data, Form 5500 data, or other large administrative datasets
  • SAS certification or demonstrated professional SAS programming experience
  • Experience building web applications with React and Python
  • Experience supporting federal government clients
  • Experience creating technical documentation and user guides

Compensation and Benefits

Full-Time Salary Range: $80,000-105,000

This range reflects our market-based pay structure. Individual compensation is determined by factors including business needs, local market conditions, internal equity, and candidate qualifications (skills, education, experience).
