The Opportunity:
Tetra Tech is adding an experienced Senior Project Manager - Solar & Energy Storage (Seller-Doer) to expand our energy permitting and implementation practice throughout New York and the Eastern United States.
This is an exciting opportunity for a proven seller-doer with a successful track record delivering utility-scale solar and battery energy storage projects from early-stage siting and permitting through construction and operation. The successful candidate will lead business development efforts, strengthen strategic client relationships, and provide technical and project leadership for renewable energy and utility infrastructure projects.
The ideal candidate will have extensive experience supporting utilities, independent power producers (IPPs), renewable energy developers, and other energy clients throughout New York and the surrounding states.
Location: Flexible within New York State (Remote or Hybrid)

Essential Job Functions:
Business Development & Client Leadership
  • Develop and execute strategic business development plans focused on utilities, Independent Power Producers (IPPs), renewable energy developers, and other energy clients.
  • Develop, strengthen, and expand strategic client relationships throughout New York and the Eastern United States.
  • Identify, qualify, and pursue new business opportunities.
  • Lead opportunity capture efforts, proposal development, interviews, pricing strategies, and contract negotiations.
  • Collaborate with account managers, technical leaders, and regional leadership to expand existing client relationships and secure new work.
  • Represent Tetra Tech at industry conferences, client meetings, and business development events.

Project Management & Technical Leadership
  • Serve as Senior Project Manager for complex utility-scale solar, battery energy storage, electric distribution, transmission, siting, and environmental permitting projects.
  • Manage project scope, schedules, budgets, staffing, financial performance, and overall project execution.
  • Lead multidisciplinary teams consisting of environmental planners, engineers, biologists, GIS specialists, permitting professionals, and right-of-way specialists.
  • Develop permitting strategies and provide technical leadership throughout project development.
  • Ensure projects are delivered safely, on schedule, within budget, and in accordance with client expectations and company quality standards.
  • Mentor and develop project managers, planners, and technical staff.

Agency & Stakeholder Coordination
  • Represent clients before federal, state, and local regulatory agencies, planning boards, and municipalities.
  • Lead agency coordination, stakeholder engagement, and public outreach activities.
  • Support permitting negotiations and respond to agency information requests.
  • Develop collaborative relationships with regulatory agencies throughout New York and the surrounding states.
  • Conduct activities in accordance with company procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain a high degree of technical knowledge and industry awareness.
  • Work safely at all times and report health and safety observations, near misses, and incidents.
  • Perform additional duties as assigned.

Required Qualifications:
  • Bachelor's degree in Environmental Science, Environmental Planning, Biology, Engineering, Business, or a related discipline.
  • 10+ years of environmental consulting, energy development, project management, business development, and permitting experience.
  • Demonstrated success delivering utility-scale solar and battery energy storage projects from siting and permitting through construction and operation.
  • Strong understanding of federal, state, and local permitting requirements, utility interconnection processes, and regulatory frameworks throughout New York and the Northeast.
  • Experience leading multidisciplinary consulting teams.
  • Demonstrated success preparing proposals, developing pricing strategies, negotiating scopes of work, and growing client relationships.
  • Strong project management skills, including experience managing project financial performance, budgets, staffing, forecasting, and profitability.
  • Excellent written, verbal, presentation, and negotiation skills.
  • Must possess a valid driver's license with a clean driving record without restrictions.
  • Willingness to travel throughout New York and the Northeast.

Preferred Qualifications:
  • Experience permitting utility-scale renewable energy projects throughout New York and the surrounding states.
  • Existing relationships with utilities, Independent Power Producers (IPPs), renewable energy developers, regulatory agencies, and other energy-sector clients.
  • Experience supporting New York State renewable energy permitting and utility infrastructure projects.
  • Experience with public outreach, stakeholder engagement, and regulatory negotiations.
  • Demonstrated success mentoring technical staff and supporting regional practice growth.
  • Experience managing project financial performance, profitability, and business expansion.
  • Experience overseeing environmental studies, resource assessments, and permitting documentation.
  • Familiarity with GIS and renewable energy siting tools is desirable.

Work Environment/Travel:
  • This position offers flexible remote or hybrid work arrangements within New York State.
  • Travel throughout New York and the Eastern United States is required for client meetings, agency coordination, business development activities, public outreach events, conferences, and project support.
  • Work may include a combination of office, remote, and occasional field-based activities.

Compensation:
Pay commensurate with experience.
Pay Range: $125,000-$175,000 annually
