SUMMARY:

Responsible for the organization and administration of Nursing and other Clinical Departments in a manner consistent with the philosophy of Loring Hospital and standards of care for specific departments. Collaborates with hospital administration to define and achieve goals and objectives of the hospital in concert with Loring Hospital’s mission statement. Acts as a resource within the organization and with external entities related to areas of expertise. Maintains policies as indicated for regulatory compliance. Responsible for the development, coordination, and management of the Infection Control (IC) program activities. Maintains policies as indicated for regulatory compliance related to Infection Control.

ROLE DESCRIPTION:

An integral member of the healthcare team providing leadership, overseeing the coordination of clinical department activities and guiding the delivery of safe, cost-effective quality service, Conditions of Participation (CoP) compliance, overseeing the coordination of the infection control program. She/he is a resource, mentor, and coach serving as a liaison between personnel, administration, Medical Staff, community, and other departments to ensure optimal services and infection control principles. Promote sound epidemiologic principles to prevent the transmission of infectious agents within the healthcare system. The infection control nurse is responsible for ensuring compliance with state and federal standards related to infection control practices. Leads by example and facilitates communication and change that supports Loring’s mission.

SUPERVISORY RESPONSIBLITIES:
  • Oversees Inpatient services, Outpatient services, emergency services, Cardio/Pulmonary/Respiratory Therapy Services, Laboratory, Surgery, Infection Control, Radiology, Physical Therapy and Employee Health.
ESSENTIAL DUTIES & RESPONSIBILITIES:
  • Department specific compliance monitoring completed and reported as requested.
  • Annual budget completed and submitted within required time frames.
  • Responsible for interviewing, hiring, orienting, assigning, training, directing work, counseling, appraising performance, rewarding, and disciplining personnel. This includes enforcing all policies and procedures of the department and the entire facility.
  • Department specific Performance/Quality Improvement (QI) projects completed and reported on as required.
  • Department specific goals developed annually and summary of goal completion submitted as requested.
  • Conducts one-on-one Performance Review Status Update (PRSU) and other performance evaluations as required on all direct reports to include any appropriate disciplinary action.
  • Collaborates with local, county, and regional organizations/programs to promote healthcare services.
  • Oversees clinical areas with budget preparation and monthly financial reports. Collaborates with managers in adjusting budget variances when indicated and determine actions to address concerns.
  • Actively seeks out ways to improved and/or provide new revenue streams.
  • Assesses capital budget/clinical equipment needs and assists in recommending priorities accordingly.
  • Assures quality patient care in accordance with all application standards. Provides guidance and resources for maintaining and improving clinical skills throughout the hospital. Assists with the planning and implementation of new services for improved health of patient, hospital and region.
  • Works closely with the Compliance Specialist ensuring Conditions of Participation (CoP) are within the required standards.
  • Keeps appropriate department managers informed of CoP revisions and adjust requirements accordingly.
  • Studies/analyzes healthcare promotions, trends and directions for goal setting and strategic planning.

  • Serves as Emergency Preparedness Co-Chairperson

  • Reviews all department policies and procedures annually
  • Performs duties of Operations Chief with HICS program.
  • Organize Infection Prevention and Control Committee meetings quarterly and maintain all meeting minutesto determine the direction of surveillance activities and actively evaluate effectiveness of the Infection Prevention and Control Plan annually.
  • Conduct infection control risk assessments for construction and renovation projects; equipment inspection, pest control, environmental and physical environment concerns, risks identified through surveillance activities
  • Collect, analyze and interpret infection-control data including ongoing surveillance data and outbreaks and provide feedback to healthcare providers and leadership
  • Investigate, manage and conduct surveillance of suspected and confirmed outbreaks or unusual infections
  • Track and monitor transmissible diseases and notify local, state and federal authorities about reportable diseases as required
  • Track all monitored infection data to evaluate and investigate trends and report all trends to appropriate facility staff.
  • Conduct periodic inspections to ensure that procedures for the control of infections are implemented and adhered to.
  • Hand hygiene compliance surveillance and education to staff
  • Assists others in development and implementation of organizational emergency preparedness issues related to Infection Control and Employee Health.
  • Ensure the infection prevention and control procedures meet CMS, county and state, APIC, and CDC regulations, standards, and guidelines. Has knowledge and compliance with current laws, rules, and regulations.
  • Develop and implement performance improvement patient care procedures and control mechanisms relating to infectious diseases.
  • Keeps CEO informed of current clinical activities, personnel problems, developments and needs.
  • Maintains the confidentiality of patient, resident, employee and organizational information.
  • Review all departments “Job Descriptions” annually and submit recommended updates/revisions to supervisor for consideration.
  • All documentation requirements are completed, including time and attendance records.
  • Oversee Director of Nursing in charge of employee health
  • Will perform and complete all additional duties as assigned.

QUALIFICATIONS:

Education:

  • Bachelor’s Degree in Nursing required.

  • Four years nursing management experience with demonstrated experience in nursing practice and competence in management, leadership, quality improvement, patient safety, and commitment to quality evidence-based practice.

Skills: Knowledge of nursing theory and practice, personnel policies, fair labor standards, quality improvement and evidence-based concepts. Knowledge of fiscal, budgetary, productivity, and resource allocation. Knowledgeable about issues of organizational compliance with regard to federal, state, and local laws, rules, and regulations as applicable to assigned areas of responsibility. Excellent verbal and written skills to facilitate communication with medical and technical personnel; ability to deal efficiently and courteously with all hospital personnel. Ability to read, analyze, and interpret general business documents, technical policies/procedures. Must have the ability to understand meaning of words, ideas associated with them, and their effective use. Ability to effectively present information and respond to questions from groups of managers, guests, customers, patients and the general public.
