POSITION SUMMARY:Orphaned Well Program (OWP) Project Manager will work side by side with the Project Director to provide oversight and compliance of the grant award. OWP Project Manager will assist with developing and obtaining goals and objectives for the execution of a Comanche Nation Orphaned Well Program (OWP) and related Activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for planning and developing of Comanche Tribal Land Orphaned Well Program (OWP) and must be capable of going out in the field and locating the Orphaned wells on the Reservation.
  • Assist the Project Director (PD) with conducting outreach development material, assessments, and work with a diverse group of project partners to implement the project.
  • Project Manager will be responsible for work plan activities for intrusive field activities and collaborate with partners to finalize a project that expects to find, or is aware of existence of, orphaned wells on tribal lands
  • Assist the Project Director with developing the program development grant infrastructure and recruit collaborative tribal partners who will be involved with the ongoing project the will evolve into a Tribal Implementation Grant or other orphaned well plugging, remediation and reclamation actions.
  • Include identifying, inventorying, and ranking and prioritizing orphaned wells.
  • Must have knowledge and understanding of Oil & Gas operating as specifically related to the identification and inventory orphaned wells, assess environmental impacts from these wells, rank and prioritize orphaned wells, and plan for development of a data base of the identified wells as well procedures for plugging and abandoning the wells.
  • Assist the Project Director (PD) with developing the OWP that supports reduction of orphaned wells that pose risk to human health and the environment and offers to mitigate the adverse impacts and risks orphaned wells pose on Comanche Nation Tribal land, reduce pollution, remediation and reclamation of these wells.
  • Establish framework to assist the Project Director (PD) with the OWP.
  • Assist the Project Director for final approval of designs of orphaned wells structures/sites involving public safety where such compliance with State and tribal laws meet an essential need of the engineer to provide objective evidence to agency management and the public that the work is performed by proven competence.
  • Schedule and maintain daily, weekly, and monthly calendars for tribal members/workgroup meetings.
  • Maintain daily, weekly, monthly, and quarterly reports for DOI
  • Overall, the role demands a multidisciplinary approach, integrating technical knowledge with regulatory compliance and effective project management.
  • Other duties as assigned.

REPORTS TO:Occasional Supervisory Duties of Oil and Gas Tech/ Reports to the Tax Administrator/Project Director

PHYSICAL DEMANDS:Must be able to lift a minimum of lbs., stand for a long period of time, and walk a minimum of a mile to get to well.

WORK ENVIRONMENT:Office work, field work, and must be able to travel.

QUALIFICATIONS:

  • Bachelor's Degree or Equivalent Experience in a relevant field such as Environment Science, Petroleum, Engineering, Geology, or a related discipline.
  • Several years of experience in the oil and gas industry, specifically related to well operations, remediation, or environmental management.
  • Experience in managing large-scale projects, including budgeting, scheduling, and coordination with various stakeholders.
  • Knowledge of methods for well abandonment, site assessment, and soil and groundwater remediation.
  • Ability to assess and manage the environmental impacts of orphan wells and develop effective remediation strategies.
  • Understanding of health and safety regulations and practice relevant to oil and gas operations.
  • Certification and Licenses: Professional Engineer (PE) and/or Certification in hazardous material management or environmental scientist are preferred.
  • Ability to lead and manage teams, including engineers, environmental scientist, and contractors.
  • Strong written and verbal communication skills to effectively interact with regulatory agencies and stakeholders.
  • Analytical and critical thinking skills to address complex remediation challenges.
  • Familiarity with funding sources and financial management for remediation projects, including government grants and industry-funded programs.
  • Experience in working with community groups, regulatory bodies, and other stakeholders involved in remediation projects.
