Job description

The Project Controls Manager leads project controls activities for complex capital construction and infrastructure projects. This position provides leadership in cost management, scheduling, forecasting, reporting, risk management, and change management to support successful project delivery. The role partners with project teams, clients, contractors, and leadership to provide timely project insights, strengthen project governance, and support informed decision-making while fostering a culture of accountability and continuous improvement.

Responsibilities
  • Leads project controls activities across assigned projects, including cost management, scheduling, forecasting, reporting, risk management, estimating, and change management.
  • Oversees project budgets, schedules, forecasts, and performance metrics, identifying trends, risks, and opportunities while recommending corrective actions to improve project outcomes.
  • Develops and maintains project controls processes, procedures, and reporting standards that promote consistency, accountability, and effective project execution.
  • Serves as a trusted advisor to project leadership and clients by providing project performance analysis, forecasts, risk assessments, and recommendations that support informed decision-making.
  • Builds and maintains collaborative relationships with clients, project managers, contractors, consultants, and internal stakeholders to support successful project delivery.
  • Leads, mentors, and develops project controls personnel by establishing performance expectations, supporting professional development, and fostering a collaborative, high-performing team environment.
  • Drives continuous improvement by evaluating project controls processes, reporting practices, and operational performance to enhance efficiency, quality, and client service.
  • Ensures compliance with company policies, client requirements, contractual obligations, and project controls standards.
  • Leads the implementation, configuration, adoption, and continuous optimization of the Program Management Information System (PMIS/PCMS) to support standardized project delivery across the capital program.
  • Establishes standardized project controls governance, data management practices, and enterprise reporting frameworks that promote consistency across multiple projects and stakeholders.
  • Coordinates integration of project controls systems with scheduling, financial, document management, and other enterprise systems to improve reporting, forecasting, and data integrity.
  • Develops executive dashboards, portfolio-level reporting, key performance indicators (KPIs), and performance analytics that provide program leadership with meaningful project insights and decision support.
  • Partners with client leadership, information technology teams, software vendors, and project stakeholders to support successful implementation, user adoption, and continuous improvement of project controls technology.
  • Supports airport capital improvement programs by ensuring project controls processes align with owner requirements, program governance, and operational considerations.
Qualifications Required
  • Bachelor's degree in Engineering, Construction Management, Architecture, Business, Project Management, or a related field; equivalent combinations of education and directly related experience may be considered.
  • Minimum of ten (10) years of progressively responsible Project Controls experience supporting complex capital construction or infrastructure projects.
  • Minimum of five (5) years of leadership experience managing project controls personnel, functions, or programs.
  • Demonstrated experience in cost management, scheduling, forecasting, estimating, reporting, change management, and risk management.
  • Strong analytical, financial, organizational, and problem-solving skills.
  • Excellent verbal, written, and presentation communication skills.
  • Demonstrated ability to build effective working relationships with clients, contractors, project teams, and executive leadership.
Preferred
  • Experience supporting owner organizations, program management firms, or complex capital improvement programs.
  • Experience supporting complex capital construction or infrastructure projects.
  • Experience with Project Controls Management Systems (PMIS/PCMS) and scheduling platforms such as Primavera P6, Oracle Unifier, PMWeb, Kahua, e-Builder, or similar systems.
  • Professional certifications such as PMP, PSP, CCP, EVP, PMI-SP, or equivalent.
  • Aviation or airport capital program experience.
  • Demonstrated success implementing or optimizing enterprise PMIS/PCMS platforms.
  • Knowledge of integrating project controls systems with ERP, financial, scheduling, or document management platforms.
  • Experience developing executive dashboards, portfolio reporting, and performance analytics.
  • Experience leading multidisciplinary project controls teams.
