About the Position

The Planning Branch Manager manages staff and plans, directs, and manages the technical, budgetary, and administrative activities of the Planning Branch, and ensures the Branch achieves success in its planning studies. The work performed in the Planning Branch and in this managerial position is challenging and offers many opportunities to deliver multiple benefits to our external customers. The importance of this work is evident in how our customers use Area Drainage Master Studies and Master Plans. These can include assisting with flood mitigation through their development processes, delineating floodplains, and requesting Capital Improvement Projects. You will interact with many external customers, including cities/towns and other agencies, have opportunities to speak to the public, and manage and work with many consultants.

We Require

  • Four years of planning/project management experience, of which one year must have been supervisory

  • Bachelor's degree in Planning or a closely related field

Other Requirements

Successful candidates must currently possess, or have the ability to obtain, a valid Arizona Driver's license by the time of hire.

We Also Value

  • AICP certification

  • Master's degree in Planning or a related field

  • Public sector experience

  • Experience in the principles and practices of planning for community planning, hydrology, land use, economics, and project management

  • Experience in dealing with the public and in public presentations

Job Contributions

  • Plan, manage, and direct the daily activities of staff; evaluate and assign workloads; plan, prioritize, and assign tasks and projects; monitor work, develop staff skills, and evaluate performance

  • Review the work of assigned staff to ensure the work quality and timely accomplishment of assigned duties and responsibilities; help to ensure expectations of the end-user customers are met

  • Coordinate project budget and contract preparation and administration; prepare cost estimates for budget recommendations; prepare cost estimates for projects; monitor and control contracts and expenditures

  • Provide leadership, direction, and guidance in planning strategies and procedures; assure effective communication of strategies and issues to our customers

  • Manage special projects as required; compile and analyze data and prepare status reports; attend meetings to plan and coordinate Planning Branch activities

  • Review and evaluate daily operations and activities, and recommend improvements and modifications

Working Conditions

  • This position is eligible for hybrid flexibility after a brief training period

  • Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly, or requires walking or standing to a significant degree

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
