Job description
The Conduct of Operations Program Standards and Execution professional will leverage breadth and depth of operational experience and developing strategic plans to improve planning, implementation, and execution of task-based actions with regards to research, operational, and maintenance activities. Key functions of the role are:
- Strategic planning will include tactical and long-range objectives for nuclear, radiological, and non-nuclear facilities across the balance of the complex.
- Provide strategic recommendations based on emerging trends, expansion opportunities within the nuclear industry to ensure a successful implementation and delivery of high quality and value-added research objectives focused on nuclear energy, science, and technology.
- Leadership, support, and administration of operational strategic planning, interfacing between senior management, division directors, staff, and external stakeholders, and supporting the MFC's strategy and mission.
- Interfacing with DOE and other external agencies in presenting and representing MFC's operational capabilities and impact. Represent MFC on operational and maintenance issues of significance to DOE-ID and collaborate with other INL stakeholders on activities that affect organizations across INL.
- Mentoring of operational staff, assisting with succession planning, and elevating the level of professionalism and accomplishment of MFC's talent
- Advising senior leadership in strategies, policies and practices that optimize operational performance and nuclear safety.
- Cross Cutting Operations Program Management:
- Establishment of Conduct of Operations Standards and Performance Expectations (MCP-9600)
- Participate on the MFC Operational Safety Board
- DOE Readiness Program Implementation Across MFC (and as requested outside of MFC)
- Safety Basis (SAR/TSR) Implementation Guidance and Participation
- Cross-cutting communication: Lessons Learned, Operations Bulletins, Extent of Condition assessment, MFC Ops Alerts, etc
- Management of Senior Supervisory Watch (SSW) Program
- Provide Event and Issue Response: Guidance and Oversight
- Provide team leader and team functions for contractor readiness assessments or operational readiness reviews
Required:
- Level 5 - Bachelor's degree + 12 years exp, MS + 8 years or PhD and 6 years relevant experience. Relevant experience includes nuclear and commercial/industry operational experience.
- Must have senior level experience in research or operational activities.
- Must have experience advising senior leadership in strategies, policies and practices that optimize operational performance and nuclear safety.
- Must have cross cutting operations program management in the following:
- Establishment of Conduct of Operations Standards and Performance Expectations (MCP-9600)
- Participate on the MFC Operational Safety Board
- DOE Readiness Program Implementation Across MFC (and as requested outside of MFC)
- Safety Basis (SAR/TSR) Implementation Guidance and Participation
- Cross-cutting communication: Lessons Learned, Operations Bulletins, Extent of Condition assessment, MFC Ops Alerts, etc
- Management of Senior Supervisory Watch (SSW) Program
- Provide Event and Issue Response: Guidance and Oversight

- Depending on the assigned directorate, must be a U.S. citizen and be required to obtain and maintain an "Q" and SCI level security clearance.
The ideal candidate will possess:
- Advanced degree in a technical field (i.e., Nuclear Engineering, Electrical Engineering, Chemical Engineering).
Physical Requirements:
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 25 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Job Information:
Idaho National Laboratory is hiring a Conduct of Operations Program Standards and Execution professional to work on our Reactors Division team. Our team works a 4x10 schedule located out of our Materials and Fuels Complex (MFC) with every Friday off.
- The pay range for this position is $114,360- $234,336. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
- TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
