The Opportunity

The Program Information Manager (PIM) serves as the Enterprise Information Management (EIM) lead for a major capital program, ensuring information governance, information quality, and turnover readiness support successful program execution from project initiation through operational handover. The role is responsible for ensuring engineering, procurement, manufacturing, construction, quality, commissioning, and turnover information is effectively governed, integrated, and managed throughout the program lifecycle.

Reporting to the Director, Enterprise Information Management, the PIM partners with program leadership, project teams, contractors, clients, and functional organizations to establish consistent information management practices, reduce execution risk, improve information quality, and ensure complete and accurate turnover deliverables.

What you will do?

Program Leadership

  • Serve as the primary Enterprise Information Management representative for assigned capital programs.
  • Develop and implement the program information management strategy aligned with program execution, contractual requirements, turnover readiness, and operational objectives.
  • Advise program leadership on information-related risks, priorities, and performance.

Information Governance

  • Establish and govern program information management processes, standards, and requirements.
  • Ensure consistent application of enterprise information management practices across all projects within the program.
  • Promote information integrity, traceability, accessibility, and lifecycle management.

Cross-Functional Integration

  • Coordinate information management activities across Engineering, Procurement, Manufacturing, Construction, Quality, Commissioning, Operations, and external partners.
  • Align contractor and supplier information requirements with program deliverables and turnover expectations.
  • Resolve cross-functional information management issues impacting execution.

Turnover & Operational Readiness

  • Lead program turnover planning and information readiness activities.
  • Monitor turnover deliverables, information quality, and contractual documentation requirements.
  • Coordinate with Operations to ensure complete and validated information packages are delivered for startup and long-term asset management.

Performance & Reporting

  • Develop and monitor program information management KPIs.
  • Provide regular reporting on document status, information quality, turnover readiness, and program information health.
  • Identify trends, risks, and opportunities for improvement.

Technology & Continuous Improvement

  • Partner with the Document Control Manager and Engineering Systems to optimize information management technologies, workflows, and reporting capabilities.
  • Support implementation of enterprise information management initiatives, automation, and digital transformation activities.
  • Capture lessons learned and promote continuous improvement across programs.

Required Qualifications

Required

  • Bachelor’s degree in Engineering, Construction Management, Project Management, Information Management, Business Administration, or a related discipline. Equivalent combinations of education, professional certifications, and relevant industry experience will also be considered.
  • Minimum 10 years supporting engineering, procurement, construction, commissioning, manufacturing, or major capital projects.
  • Minimum 5 years leading information management, document control, project controls, turnover, or project delivery functions.
  • Demonstrated experience supporting large EPC, industrial, energy, manufacturing, or mission-critical projects.
  • Strong understanding of engineering deliverables, project execution, turnover, configuration management, and information governance.

Preferred

  • Experience supporting multi-billion-dollar capital programs.
  • Experience implementing enterprise information management or EDMS solutions.
  • Experience working directly with owners, EPC contractors, and commissioning organizations.
  • Professional certifications such as PMP, CCM, or information management certifications.
