Career Opportunities: Manager, State Affairs and Business Engagement (1571)

The Manager of State Affairs and Business Engagement will support Holtec Internationalโ€™s efforts to advance its SMR-300 program and related manufacturing initiatives through strategic engagement with state and local governments, economic development organizations, and industry stakeholders.

Reporting directly to the Director of Government Affairs and Communications, this role works closely with the Government Affairs and Business Development teams to identify, monitor, and engage on state-level legislative, regulatory, and economic development opportunities that align with Holtecโ€™s growth objectives. The position will play a key role in positioning the company for deployment, siting, and manufacturing opportunities across multiple states.

  • Regular travel to states aligned with Holtecโ€™s business priorities.

Primary Responsibilities:

  • Monitor, analyze, and report on state legislative, regulatory, and policy developments relevant to energy, advanced nuclear technology, manufacturing, and infrastructure investment.
  • Support the development and execution of state government affairs strategies and engagement plans aligned with Holtecโ€™s business objectives, particularly related to SMR-300 deployment and manufacturing opportunities.
  • Build and maintain relationships with state and local government officials, regulatory agencies, economic development organizations, and regional stakeholders.
  • Engage with local communities, industry groups, and trade associations to support awareness of Holtecโ€™s capabilities and project opportunities.
  • Collaborate closely with the Business Development team to identify and advance opportunities for project siting, partnerships, and investment at the state and local level.
  • Provide timely analysis and recommendations to internal stakeholders on policy developments and their potential impact on Holtecโ€™s projects and strategic priorities.
  • Support outreach and coordination with customers, potential customers, and strategic partners to align policy engagement with commercial initiatives.
  • Represent Holtec at industry events, public forums, and conferences to enhance visibility and support business development efforts.
  • Coordinate across internal teams to ensure alignment between government affairs activities and operational and commercial strategies.
  • Assist with federal engagement activities, as needed, to ensure coordination across levels of government.
  • Identify opportunities to strengthen Holtecโ€™s presence within local communities through partnerships with economic development organizations and workforce initiatives.
  • Support engagement with external consultants and advisors involved in state and local government affairs activities.
  • Demonstrate a commitment to ethical, transparent, and professional conduct in all interactions.
  • Perform other duties as assigned by management.

Requirements:

  • Bachelorโ€™s degree in political science, public policy, business, engineering, or a related field; advanced degree preferred.
  • Minimum of 5 years of experience in government relations, public policy, economic development, or a related field, with meaningful state-level experience.
  • Understanding of state legislative and regulatory processes.
  • Strong knowledge of energy policy, with familiarity in nuclear energy preferred.
  • Experience engaging with state and local government officials, economic development entities, and community stakeholders.
  • Strong analytical, strategic thinking, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities in a dynamic, fast-paced environment.
  • Demonstrated ability to work collaboratively across teams and with external partners.
  • High level of professionalism, integrity, and sound judgment.
  • Willingness and ability to travel regularly based on business needs.

Preferred Qualifications

  • Experience supporting large-scale energy or infrastructure projects, including siting or manufacturing development.
  • Familiarity with incentives, grants, and financing tools used by states to attract energy and manufacturing investments.
  • Established network within state government, economic development, or energy policy communities.
  • Experience working with or alongside utilities, industrial partners, or energy developers.
