Hybrid (2 Days / Week @ Arlington VA Client Site)

About the Role

Capstone Analytic is seeking an Operations Research Systems Analyst to support federal health IT modernization, strategic portfolio management, acquisition planning, and executive decision support. This role will work with the Strategic FP&A managers and the senior ORSAs to support complex, high-visibility work across the federal healthcare environment, with emphasis on data-driven analysis, portfolio strategy, acquisition decision-making, cost and performance tradeoffs, and senior leader advisory support.

The ORSA will help government clients evaluate investment alternatives, assess portfolio performance, identify capability gaps, analyze risks and dependencies, and develop defensible recommendations for major health IT programs. This position requires a strong analytical foundation, excellent communication skills, intellectual curiosity, and the ability to operate in a fast-paced client environment with demanding stakeholders and evolving priorities.

The ideal candidate will have experience in operations research, systems analysis, federal acquisition, healthcare or health IT, or Department of Defense programs. This is not a back-office analyst role. The successful candidate must be able to work directly with client stakeholders, structure ambiguous problems, and translate complex analysis into clear, actionable recommendations.

Responsibilities

Support operations research, systems analysis, and decision-support activities for complex federal health IT programs and portfolios.

Assist in the development of analytical frameworks to evaluate health IT modernization initiatives, investment alternatives, acquisition strategies, and portfolio tradeoffs.

Conduct cost-benefit analysis, risk analysis, sensitivity analysis, gap analysis, alternatives analysis, performance analysis, and strategic option evaluation.

Support strategic portfolio management activities, including portfolio prioritization, governance support, roadmap development, performance monitoring, benchmarking, and capability alignment.

Analyze financial, operational, technical, acquisition, contract, schedule, workforce, and performance data to identify trends, risks, gaps, dependencies, and decision points.

Support the development of decision matrices, scoring models, analytical methodologies, briefing materials, dashboards, white papers, and executive decision packages.

Support federal acquisition planning by helping clients assess requirements, compare alternatives, evaluate vendor-neutral options, and align acquisition strategies to mission priorities.

Support planning and analysis related to EHR modernization, revenue cycle modernization, digital health, data and analytics, cloud modernization, and enterprise health IT portfolios.

Translate complex quantitative and qualitative analysis into concise findings and recommendations for senior government leaders.

Prepare briefings that will be delivered to senior clients, program leaders, portfolio executives, acquisition stakeholders, and cross-functional working groups.

Support stakeholder discussions to clarify problems, validate assumptions, gather inputs, and drive alignment around analytical conclusions.

Support PPBE, POM, investment planning, long-range financial analysis, affordability assessment, and portfolio resource alignment.

Identify analytical gaps, improve data quality, document assumptions, and ensure traceability between evidence, analysis, and recommendations.

Help Capstone Analytic maintain a standard of independent, objective, mission-aligned, and defensible advisory support.

About the Company

Capstone Analytic is a fast-growing small business that is currently seeking a qualified Operations Research Systems Analyst to join our team supporting our DoD Federal Client.

Required Qualifications

Bachelor’s degree in operations research, systems engineering, mathematics, statistics, economics, data analytics, engineering, finance, public policy, business, healthcare administration, or a related field.

3+ years of relevant experience in operations research, systems analysis, portfolio analysis, cost analysis, acquisition support, program analysis, strategy consulting, or federal decision support.

Experience supporting federal government programs, preferably within the Department of Defense, Defense Health Agency, military health, VA, HHS, or another federal healthcare or software/business systems environment.

Experience with federal acquisition, DoD acquisition processes, acquisition strategy, requirements analysis, alternatives analysis, or major program decision support.

Experience supporting healthcare, health IT, EHR modernization, revenue cycle, clinical systems, digital health, data analytics, or enterprise IT modernization.

Strong quantitative and qualitative analytical skills, including the ability to structure ambiguous problems, evaluate alternatives, and develop evidence-based recommendations.

Demonstrated ability to develop executive-level briefings, analytical products, decision packages, white papers, dashboards, and leadership-ready recommendations.

Strong Excel and PowerPoint skills, including the ability to develop polished, accurate, and executive-ready analytical products.

Ability to communicate complex findings clearly to both technical and non-technical audiences.

Ability to work independently, manage competing priorities, and deliver high-quality work products in a fast-paced client environment.

Ability to obtain and maintain a federal security clearance

Preferred Qualifications

Master’s degree in operations research, systems engineering, analytics, public policy, healthcare administration, business administration, finance, economics, or a related field.

Experience with large-scale federal or commercial health IT programs.

Knowledge of DoD acquisition, PPBE, POM, budget formulation, budget execution, lifecycle cost analysis, or IT investment governance.

Experience with strategic portfolio management, product/service portfolio analysis, capability gap analysis, roadmap development, governance support, or performance measurement.

Experience supporting health IT modernization efforts involving EHR systems, revenue cycle systems, clinical documentation, coding, billing, data platforms, analytics, cloud, interoperability, or digital health.

Experience developing decision models, scoring methodologies, prioritization frameworks, investment roadmaps, or trade-space analysis.

Familiarity with analytical or visualization tools such as Power BI, Tableau, SQL, Python, R, SAS, or similar tools.

Familiarity with SharePoint, ServiceNow, Microsoft Project, or similar reporting tools.

Experience supporting senior government or private sector executives, military leaders, SES-level stakeholders, program managers, contracting officers, financial managers, or technical leaders.

Active Secret clearance or higher.
