About CATCH
Citizens Acting Together Can Help, Inc. (CATCH) is a Philadelphia behavioral health and social services nonprofit serving adults across residential, outpatient, and community-based programs. Our workforce of approximately 350 includes clinicians, peer support specialists, direct support professionals, residential counselors, and administrative staff operating across multiple sites in South Philadelphia and surrounding neighborhoods.
Position Summary
The Director of Human Resources leads the HR function at CATCH with full responsibility for employee relations, talent acquisition and retention, compensation and benefits, compliance, training, and HR operations. The Director currently oversees a team of five including an HR Manager, Recruiter, Benefits Coordinator, and two Generalists. The role partners regularly and strategically with the CEO, Chief of Staff, and broader executive leadership team on workforce strategy, organizational culture, and the people implications of program growth and organizational change.
Key Responsibilities
Strategy and leadership
  • Develop and execute an HR strategy aligned with CATCH's programmatic and operational priorities
  • Assess the current structure of the HR function and recommend changes to staffing, workflow, and accountability that better serve the organization
  • Partner regularly with the CEO, Chief of Staff, and executive leadership team on workforce planning, organizational design, and succession
  • Establish and report on HR metrics including turnover, time-to-fill, vacancy rates, and engagement
  • Lead, supervise, and develop the HR team

Employee relations and compliance
  • Oversee employee relations matters including investigations, performance management, corrective action, and separations
  • Ensure compliance with federal, Pennsylvania, and Philadelphia employment law including FMLA, ADA, FLSA, Title VII, OSHA, EEOC requirements, and applicable city ordinances
  • Maintain compliance with behavioral health workforce requirements including PA Act 33/34/73 clearances, FBI background checks, mandated reporter training, and credential verification for clinical and direct care staff
  • Manage workers' compensation, unemployment claims, and related risk exposure

Talent acquisition and retention
  • Lead recruitment strategy for clinical, residential, and administrative roles in a competitive regional labor market
  • Partner with program leaders on staffing models, including 24/7 residential coverage
  • Build retention strategies that address the turnover dynamics specific to behavioral health and direct support work
  • Oversee onboarding, orientation, and credentialing workflows

Total rewards
  • Manage CATCH's compensation structure and conduct periodic market reviews
  • Oversee benefits administration including health, retirement, EAP, and ancillary plans
  • Lead annual benefits renewal in partnership with the broker and CFO

Learning and development
  • Build training infrastructure that meets regulatory requirements and supports staff growth
  • Oversee the employee evaluation process and connect it to compensation and development planning
  • Identify leadership development needs and design programming to address them

HR operations
  • Manage HRIS (In coordination with IT), employee records, and HR policy
  • Maintain and update the employee handbook
  • Develop and manage the HR budget

Required Qualifications
  • Bachelor's degree in human resources, business administration, organizational psychology, or a related field
  • Active HR certification: SHRM-CP or PHR required; SHRM-SCP or SPHR preferred
  • Minimum six years of progressive HR experience, including at least two years at the senior manager or director level
  • Experience leading or supporting HR for an organization of 200 or more employees, or an organization of comparable complexity (multi-site, regulated environment)
  • Working knowledge of Pennsylvania and federal employment law
  • Experience with HRIS administration or implementation (Dayforce preferred)
  • Demonstrated experience leading change within an HR function, including team restructuring or process redesign

Preferred Qualifications
  • Master's degree in HR, business, public administration, or a related field
  • Experience in behavioral health, healthcare, human services, or another regulated nonprofit
  • Familiarity with DBHIDS, OMHSAS, ODP, or other Pennsylvania regulatory frameworks
  • Experience supporting a multi-site, 24/7 workforce
  • Bilingual English/Spanish
