Position Summary
Base-2 Solutions is seeking a Systems Engineer with strong software development, requirements management, and project management skills to fill a Capabilities Development Lead (CDL) role. The candidate will work with customer leadership, capability thread leads, and DAC TTO leadership on analytic status, health, and development. Responsibilities include collaborating with multiple customers and contractors on capabilities concepts and requirements, planning and estimating software development of analytics using multiple platforms including GhostMachine and QTA, data analysis, metrics, document creation, and briefings. The role requires outstanding verbal and written communication skills and the ability to coordinate efforts across multiple groups.
Essential Duties and Responsibilities
  • Analyze user's requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
  • Analyze system requirements and lead design and development activities.
  • Guide users in formulating requirements, advise alternative approaches, and conduct feasibility studies.
  • Provide technical leadership for the integration of requirements, design, and technology.
  • Incorporate new plans, designs, and systems into ongoing operations.
  • Develop technical documentation including system architecture and system design documentation.
  • Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans.
  • Interact with the Government regarding Systems Engineering technical considerations and associated problems, issues, or conflicts.
  • Communicate with other program personnel, government overseers, and senior executives.
  • Contribute to the development of systems engineering documentation such as System Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents.
  • Manage system requirements and derived requirements to ensure delivery of production systems compatible with defined system architectures such as DoDAF and SOA.
  • Assist with development of system requirements, functional requirements, and allocation to hardware, software, facility, and personnel components.
  • Coordinate resolution of action items from Configuration Control Board meetings, design reviews, program reviews, and test reviews requiring cross-discipline coordination.
  • Participate in Integrated Product Teams to design new capabilities based on evaluation of development and operational considerations.
  • Participate in interface definition, design, and configuration changes throughout the life cycle.
  • Allocate real-time process budgets and error budgets to systems and subsystem components.
  • Derive understanding of stakeholder needs and essential functions from system requirements.
  • Derive lower-level requirements from higher-level allocated requirements ensuring completeness, correctness, uniqueness, clarity, realizability, and verifiability.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Participate in establishing and gaining approval of system or component definitions providing common reference points for hardware and software developers.
  • Define methods, processes, and evaluation criteria for verification of systems, subsystems, and work products against requirements in written plans.
  • Develop system design solutions that satisfy system requirements and fulfill functional analysis.
  • Develop derived requirements for Information Assurance Services and Basic Information Assurance Mechanisms including security mechanism technology.
  • Review and provide input to program and contract work breakdown structure, work packages, and integrated master plan.
Required Qualifications
  • Fourteen (14) years' experience as a Systems Engineer in programs and contracts of similar scope, type, and complexity.
  • Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university.
  • Five (5) years of additional Systems Engineering experience may be substituted for a bachelor's degree.
  • Strong software development, requirements management, and project management skills.
  • Outstanding verbal and written communication skills.
  • Ability to work with multiple groups and coordinate efforts.
Preferred Qualifications
  • Software development and systems engineering full life cycle experience.
  • Experience with multiple platforms including GhostMachine and QTA.
  • Good planning and estimation skills for software development of analytics.
  • Experience working with customer leadership, capability thread leads, and DAC TTO leadership.
Required Education and Experience Equivalency
  • Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university with 14 years as a Systems Engineer.
  • Five (5) years of additional Systems Engineering experience may be substituted for a bachelor's degree with 19 years as a Systems Engineer.
