Functions:

  • Quality inspection and verification of installed instrumentation and control systems.
  • Initiate, plan, execute, monitor, and control, and close allocated capital works and capital maintenance projects.
  • Provide a daily communications link as required to the Synagro Sand Island Facility Plant Manager, to the CITY’s Construction Management Team, to the Construction Contractor, to Director Capital Projects and others as directed.
  • Provide daily, weekly, and monthly written reports as per Synagro procedures and as required.
  • Attend and minute daily, weekly, and monthly project meetings as required.
  • Monitor and control project scope, schedule, cost, quality, safety, and risk as required.
  • Monitor and review monthly cost claims and the cost of changes, including reviewing claimed remeasurement amounts.
  • Maintain project documents and records as per Synagro procedures.

Competencies:

  • Resident of Oahu and resides within daily commuting distance of the Sand Island WWTP.
  • Holds a valid driver’s license and has access to a vehicle.
  • Holds a valid passport and can legally travel internationally as required, including to Canada.
  • Holds a bachelor’s degree in engineering or equivalent.
  • Must pass an employment criminal records check.
  • Must have 10 years of experience within a construction contractor, or engineering consultant, or municipality, or wastewater or resource recovery operator, or equivalent in a leadership role.
  • Demonstrable proficiency with office-level computers, and specifically with MICROSOFT Office, Project, SharePoint, and OneDrive, ADOBE Acrobat, and REVU Bluebeam applications.
  • Demonstrable proficiency in moving on a construction site, navigating rough, uneven ground, using ladders and access stairs, and communicating with operatives.
  • Demonstrable proficiency in the quality inspection and start-up of installed instrumentation and control systems.
  • Demonstrable proficiency in managing construction contractors and engineering consultants.
  • Demonstrable proficiency in written and spoken communication in English.
  • Demonstrable proficiency in managing bespoke construction, engineering, and operational contracts.
  • Demonstrable timeliness in all business matters and has a desire to learn.

Qualifications:

  • Bachelor’s degree (BSc or BEng) or greater in engineering or equivalent.
  • Professional Engineer designation (preferred)
  • Project Management Professional (PMP) or equivalent (preferred)
  • 10 years of experience within a construction contractor, or engineering consultant, or municipality, or wastewater or resource recovery operator, or equivalent in a leadership role.
