SALARY: $88,193 - $95,193 plus competitive benefits package (WVDE Summary of Benefits) equal to approximately 35% of direct compensation
JOB SUMMARY:
The Data Analyst supports improvement efforts at the state, district, and school levels by compiling, analyzing, interpreting, and reporting student, staff, and operational data. This position collaborates with leaders and administrators at all levels to transform data into actionable insights that can improve student and school outcomes, support strategic decision-making, and ensure compliance with federal, state, and local requirements.
DUTIES AND RESPONSIBILITIES:
  1. Collects, compiles, validates, and analyzes data from the West Virginia Education Information System (WVEIS) and other data sources (e.g., assessment datasets) to prepare data for various uses (e.g., required reporting, research, analyses, exploration, internal and external data requests).
  2. Supports required state and federal reporting efforts, including required federal reporting, routine state reporting, and legislative mandates and requirements.
  3. Assists with the development of customized reports and datasets in response to internal and external ad hoc data requests and approved research projects.
  4. Develops dashboards, reports, visualizations, and other resources to support WVDE transparency efforts as well as strategic, operational, and instructional decision-making among leaders and other stakeholders at the state, district, and school level.
  5. Monitors key indicators related to student achievement, attendance, discipline, graduation, and other educational processes and outcomes.
  6. Conducts analyses for key indicators to identify meaningful improvements and opportunities for additional growth.
  7. Identifies data errors, discrepancies, and other data quality concerns and provides guidance for resolution.
  8. Recommends and implements rigorous data validation and verification protocols as an integrated, programmatic process to guarantee data accuracy, consistency, and integrity.
  9. Presents information, including results of data analyses and procedures for data entry and validation, to diverse audiences in clear, understandable formats.
  10. Supports the creation and revision of documentation and training materials for data stewards and other stakeholders, focusing on data standards, high-quality data entry, data analysis and use, and navigating data reporting platforms such as ZoomWV (public-facing) and ZoomWV for Educators (ZoomWV-e, a secure internal platforms for state and local education staff).
  11. Works across multiple database platforms, including relational engines (e.g., SQL Server, PostgreSQL, MySQL, SQLite, DB2) and unified analytics environments like Microsoft Fabric (encompassing SQL, Warehouse, and Lakehouse implementations).
  12. Collaborates on data governance initiatives, contributing technical expertise to define and implement standards for data definition, entry, access, and use.
  13. Complies with all applicable state and federal privacy laws, including the Family Education Rights and Privacy Act (FERPA), the West Virginia Board of Education (WVBE) Policy 4350, and relevant state laws.
  14. Perform other assignments as deemed appropriate and necessary by the State Board of Education, Associate/Assistant Superintendent, and the State Superintendent of Schools.

EDUCATION AND EXPERIENCE:
  1. Bachelor's degree in Data Analytics, Statistics, Information Systems, Computer Science, Mathematics, Education, or a related field required; master's degree preferred.
  2. Three or more years of experience in data analytics, data analysis, reporting, educational research, or a related field required.
  3. Experience working with large datasets and multiple data systems/platforms. Database management experience preferred.
  4. Experience in PK-12 education or public sector agencies preferred.
  5. Proficiency in Microsoft data tools required, including Microsoft Excel advanced formulas, pivot tables, and data modeling.
  6. Experience analyzing, interpreting, and presenting data through appropriate statistical techniques, reports, dashboards, and visualizations using Power BI, Tableau, or similar tools.
  7. Experience with programming and scripting languages such as SQL, Python, JavaScript, HTML, CSS, or similar technologies preferred.
  8. Ability to produce clear, accurate, and well-organized documentation, including business rules, technical specifications, and support materials.
  9. Ability to communicate technical and non-technical information effectively to a variety of audiences, including agency staff, partners, and the public.
  10. Knowledge of education data, including local, state, and federal-level reporting systems and requirements preferred. Familiarity of educational accountability systems and/or student early warning systems (or other predictive analytics) desired.
  11. Knowledge of data privacy, security, and confidentiality requirements, including FERPA, PPRA, and related regulations preferred.
  12. Understanding of data governance, data quality practices, and the use of data to support operational and strategic decision-making.
  13. Strong analytical, organizational, problem-solving, written communication, and verbal communication skills required.

PHYSICAL REQUIREMENTS:
This position is classified as sedentary work, involving prolonged sitting (6-8 hours daily) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions.   8. The staff member understands that travel throughout WV and out of state (including air travel) may be required on an occasional or frequent basis depending on the needs of the Department.
  9. The staff member understands this is a full-time, on-site position based in Charleston, WV.? Remote work options are not available for this position.
  10. The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).

EMPLOYMENT RELATIONSHIP:
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
