Requisition Summary 

The Human Resources Manager is part of a collaborative HR team with the primary responsibility to provide on-site HR support to business leaders, administer HR programs and policies, and provide excellent customer service. In partnership with one direct report, the HR Manager plays a hands-on and strategic role that provides HR support to the PACCAR Technical Center division in Mt. Vernon, WA. This role is critical in delivering HR results in the areas of talent management, engagement, rewards, retention, training, development, and organizational effectiveness.

Job Functions and Responsibilities

Recruitment and Talent Management

  • Partner with division and department leadership to develop annual executive succession plan presentations 

  • Lead annual goal setting, employee development, and all employee succession and performance appraisal processes for the division

  • Develope and execute action plans from executive and division-wide succession plans to ensure participation by employees in six sigma, internal audit, internal/external training programs, special projects and other development opportunities to accomplish individual and division goals

  • Partner with centralized recruiting to fulfill busines internal and external recruiting needs

Employee Engagement, Rewards & Retention 

  • Lead division executive and employee compensation programs, ensuring they are administered effectively to include communicating, training and partnering with management to obtain final recommendations 

  • Make job promotion recommendations to senior management

  • Partner with management and the compensation department to ensure position upgrades are supported through market evaluation

  • Evaluate employee programs, analyze exit interviews and force report statistics to ensure plans are in place ato address employee retention
  • Ensure high potential employees have development and retention plans
  • Create and implement engagement and retention strategies
  • Analyze employee engagement survey results and facilitate in action planning

Training & Development 

  • Facilitate training sessions with employees and managers
  • Ensure division training requirements are achieved
  • Develop and research special training opportunities such as industry-specific training and other needs
  • Recommend employee development opportunities such as leadership development programs, mentoring, 360 evaluations, and more

HR Effectiveness 

  • Understand business goals and recommend HR approaches, policies and procedures to achieve and continuously improve business and people objectives 

  • Lead projects, influence and obtain buy-in to drive results. Cultivate a passion for process improvement and ability to obtain buy-in from HR and the business to embrace these improvements

  • Investigate and conclude employee relations investigations 

  • Ensure that HR practices are compliant with internal audit standards

  • Ensure that technology is employed to accomplish HR results and HR employees are trained in maximizing the use of online recruiting and other HR tools 

  • Effectively lead HR for employees throughout the division
  • Provide guidance to managers on a variety of HR topics inlcuding employment law, leave administration, and performance management
  • Participate in global HR continuous improvement initiatives
  • Effectively facilitate change management when new initiatives are rolled out
  • Manage and mentor HR staff

Qualifications and Skills 

  • Bachelor's degree in HR, Business Administration, or related field

  • 8+ years of HR-related experience. 

  • 4+ years of people and/or team management experience
  • Excellent organizational and interpersonal skills

  • Excellent communication skills, presentation skills and adaptability

  • Ability to excel in an environment with changing priorities

  • Proficiency in MS Office; SAP experience a plus

  • MBA and PHR/SPHR certification desired.
