Job description

Purpose Under general direction, performs a variety of complex, professional and administrative duties for liability and/or workers compensation administration, review, analysis and evaluation of city operations. The City of Kingsport does not discriminate on the basis of race, color, religion, creed, ethnicity, national origin, sex, disability, age, status as a protected veteran, or any other class protected by Federal or State laws and regulations. Essential Functions Investigates, documents, photographs and maintains all files of claims against the City of Kingsport for Workers Compensation, liability and/or negligence; Acts as liaison between claimant and city's liability & Workers Compensation adjuster; Makes determinations on claims involving extenuating circumstances regarding approval/disapproval of payment and/or compensability; Identifies problem areas, works cooperatively with applicable city departments to implement corrective measures.

Makes periodic inspections of all city facilities, both interior and exterior, to identify and recommend corrective measures for potential problem/deficient areas; Makes periodic scheduled and unscheduled inspection visits to construction and work sites to evaluate the safety procedures utilized; Provides instruction, correction and/or commendations; Responds to all emergency situations involving potential liability, employee safety issues, and/or work related injuries. Reviews professional literature to enhance and maintain knowledge of laws, trends and developments. Provides training to all employees and the general public in safety procedures such as OSHA required training, proper lifting procedures, work zone safety procedures, and other areas as directed by the Risk Manager.

Procures relative books and videos to be distributed among departments. Answers employee and general public questions in a timely manner. Implements safety training programs based on department's experience with liability/injury issues; Reviews departmental operations for adherence with OSHA regulations/standards; Arranges for medical testing of CDL drivers; Coordinates periodic DMV checks of all City vehicle operators.

Investigates, documents, and files of all Worker's Compensation Claims; Works closely with self-funded Third Party Administrator, treating physicians and/or case managers regarding employee treatment plans and estimated return to work schedule as well as any limitations/restrictions; Approves treatment plans, works closely with injured employees providing counseling and job training when indicated; Assists in settlement of claims. Maintains documentation of types and causes of liability and workers compensation claims to determine trends and potential training needs; Provides information for comparison with peer cities and regional/national norms for benchmarking purposes; Identifies, develops, and implements programs that provide an efficient and effective Risk Management function. Performs other duties as assigned.

Qualifications Knowledge of OSHA, DOT/CDL, and Workers Compensation, policies, procedures and standards; Knowledge of applicable city, state and federal laws including local codes and ordinances, Tort Liability, and Workers Compensation; Knowledge of liability and Workers Compensation; Knowledge of applicable reference resources and research techniques required for support of claims investigation and safety issues; Knowledge of current legislation, standards and principles effecting municipal liability administration and skill in researching such issues to effectively apply them; Skill in operating a variety of office and field equipment including personal computer, telephone, cellular phone, copier, video camera, TV/VCR and camera; Skill in use of Microsoft programs and Microsoft Office Suite; Skill in applying appropriate judgment in complex situations affecting the welfare of the city, its employees and community at large; Skill in establishing and maintaining effective working relationships with other city departments, outside agencies, physicians, and the general public; Skill in applying appropriate judgment in release of confidential information; Skill in working effectively/efficiently in an environment subject to quickly changing priorities, frequent interruptions and exposure to varying environmental conditions; Skill in communications on all levels involving complex ideas, rules, and regulations. Education and Experience Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Health, Safety, or closely related field and 2 years' experience in liability insurance claims, safety and workers compensation; or any combination of education and experience that provides the necessary knowledge, skills and abilities to perform the job. Current TN/VA Driver's License.
