Infrastructure Engineer Specialist
Location: McLean, Virginia (Hybrid)
Role Overview
We are seeking a senior Mainframe Systems Programmer/Infrastructure Engineer with extensive hands-on experience supporting z/OS environments. The primary focus of this role is to act as the client-side technical subject matter expert responsible for governance, vendor oversight, infrastructure changes, and platform stability. The ideal candidate will possess a strong mix of deep technical expertise and stakeholder management skills to coordinate across business teams, application teams, and vendors.
Key Responsibilities
  • Serve as the technical lead for the Mainframe platform (z/OS, Dell Storage, IMS, DB2, RACF, CA JobTrac), governing operations, changes, and sustainability upgrade projects.
  • Act as the interface between internal teams and the Managed Service Supplier for issue resolution and change coordination.
  • Provide governance and oversight on contractual SLAs and key metrics.
  • Perform technical review, validation, and coordination for vendor-managed and business-requested Mainframe infrastructure changes.
  • Execute risk management controls, support Baseline Security Compliance activities, and assist with audits, including technical reviews involving RACF security.
  • Function as the client-side technical SME for Mainframe infrastructure subsystems to ensure the Managed Service Provider delivers on contracted services.
  • Identify technical risks to planned system upgrades and work to implement mitigations.
  • Perform root cause analysis with corrective and preventive measures.
  • Support a multi-year modernization strategy to migrate applications from Mainframe to cloud environments.
  • Provide occasional off-hours support for major incidents, upgrades, and releases.
Required Qualifications
Experience: 10+ years as a Systems Programmer with hands-on technical expertise supporting z/OS environments.
Technical Skills:
  • Strong mainframe programming and system experience.
  • Detailed knowledge of z/OS, IMS, and DB2 subsystems.
  • Experience with RACF security services.
  • Knowledge of z/OS architectures and z/OS internals.
  • Familiarity with IBM Mainframe Systems: JCL, CICS, SQL, VSAM, XML, TSO/ISPF, zConnect.

Preferred Qualifications
  • Experience in the financial services or mortgage industry.
  • Knowledge of mainframe security related to supporting audits and findings.
  • Knowledge of the zSecure tool and its language, Carla, for customization.
  • Experience with Cobol Mainframe.
